RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 2 to County Contract No. 20-403 (Grant Agreement No. 19-10969 A2) from the California Department of Public Health for the STD Program Management and Collaboration Project to support control and prevention of sexually transmitted diseases, increasing the amount by $828,280, from $1,433,122 to $2,261,402, for the period of July 1, 2019 through June 30, 2024.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments in relation to the STD Program Management and Collaboration Project grant agreement (Grant Agreement No. 19-10969 A2), on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the STD Program Management and Collaboration Project grant agreement (Grant Agreement No. 19-10969 A2) to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $828,280 to the grant agreement from the California Department of Public Health (CDPH) for the STD Program Management and Collaboration Project does not require a local match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 budget and will be included in the 2023-24 recommended budget.

 

BACKGROUND INFORMATION

CDPH provides STD Program Management and Collaboration Project funding to local health jurisdictions to address reported cases of sexually transmitted diseases (STD).  The purpose of the funding is to conduct public health activities to monitor, investigate, and prevent STD in collaboration with local community-based organizations (CBOs), including Federally Qualified Health Centers (FQHCs).  DPH will utilize the increase in STD grant funding to continue to improve completeness and accuracy of data collected including case investigation metrics and treatment information as required by the State; conduct thorough reviews of laboratory and provider reports, local surveillance system documentation, and public health follow-up of early syphilis cases; provide staff training pertaining to CDPH confidentiality and data security procedures; establish local protocol for conducting follow up on newly reported cases of syphilis; ensure timely investigation of all reported serologic tests for syphilis according to local protocol and CDPH recommendations; and utilize technology, telehealth, and digital platforms and applications to enhance immediate access to partner notification and treatment.

In addition, DPH partners and collaborates with local CBOs to provide the STD prevention and control activities to implement the key strategies of enhancing surveillance and case follow-up for syphilis cases; testing, treatment, partner services, and referrals to services for vulnerable and underserved clients at high risk for STDs; and implementation of community-based services.  Subcontracted CBO(s) are selected through a competitive procurement process to bring priority populations into clinical settings for testing and treatment. 

 

On January 8, 2020, the County Administrative Office authorized the submission of the grant application to CDPH for the STD Program Management and Collaboration Project, in the amount of $1,160,270 ($232,054 annually), for the period of July 1, 2019 through June 30, 2024.

 

On June 9, 2020 (Item No. 39), the Board of Supervisors (Board) approved County Contract No. 20-403 (Grant Agreement No. 19-10969) from CDPH for the STD Program Management and Collaboration Project, in the amount of $1,160,270 ($232,054 annually), for the period of July 1, 2019 through June 30, 2024.

 

On May 24, 2022 (Item No. 75), the Board approved Amendment No. 1 to County Contract No. 20-403 (Grant Agreement No. 19-10969 A1) from CDPH for the STD Program Management and Collaboration Project, increasing the amount by $272,852, from $1,160,270 to $1,433,122, effective July 1, 2021 for the period of July 1, 2019 through June 30, 2024.

 

On September 21, 2022, DPH received the amended grant agreement (Grant Agreement No. 19-10969 A2) from CDPH for the STD Program Management and Collaboration Project, increasing the amount by $828,280, from $1,433,122 to $2,261,402, effective July 1, 2022 for the period of July 1, 2019 through June 30, 2024.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval at this time will not impact STD prevention and control activities.
