RECOMMENDATION(S)
Recommendation
1. Approve the following Capital Improvement Program Projects:
a. Capital Improvement Program Project No. 23-139 for the Equestrian Buildings and Corral Project at Mojave Narrows Regional Park in the amount of $1,899,872.
b. Capital Improvement Program Project No. 23-140 for the Splash Pad Demolition and Reconstruction Project at Mojave Narrows Regional Park in the amount of $3,300,000.
2. Approve appropriation and revenue adjustments to fund the Capital Improvement Program projects and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Capital Improvement Program (CIP) projects will be funded with San Bernardino County’s (County) allocation of American Rescue Plan Act (ARPA) funding, which provides reimbursement of up to $5.2 million. The County’s ARPA team has reviewed these projects and determined they meet the ARPA requirements and are eligible for funding. Ongoing maintenance will be funded by the revenue from park admission from the increase in visitors. The following budget adjustments are necessary to establish the project budget and transfer funds to the Project and Facilities Management Department (PFMD):

BACKGROUND INFORMATION
ARPA provided $350 billion in funding to state, local, and tribal governments to be administered through the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program. This federal act was implemented to assist with the economic recovery from the continued impact of COVID-19. This act provides funding to carry out critical capital projects, investments in property, facilities, or equipment.
The Equestrian Buildings and Corral Project proposes the installation of one prefabricated equestrian barn with up to four horse stalls, a storage room for tack and feed, and an open area at Mojave Narrows Regional Park. This project will provide for new water and electrical conduits to service the new structure, additional water troughs, hitching posts, seating areas and trash receptacles. It will also demolish and replace two existing and add two new horse corrals. This project will allow the Regional Parks Department (Department) to solicit for a new concessionaire to bring equestrian services to the community and visitors of the park.
The Splash Pad Demolition and Reconstruction Project proposes the demolition and reconstruction of a new splash pad at Mojave Narrows Regional Park. This project will demolish the existing splash pad, water equipment, underground plumbing, and electrical systems. To update the plumbing system, the existing concrete splash pad, water equipment, and underground plumbing must be removed. The project will also include the installation of an upgraded expanded splash pad with new water features that will attract more customers and increase usage of the park, resulting in a revenue increase.
PROCUREMENT
Upon approval of the recommended projects, PFMD will determine whether the projects may be procured using an existing Board of Supervisors approved Job Order Contract or will competitively solicit bids following California Public Contract Code and Federal Award procurement requirements.
