Recommendation
Acting as the governing body of the San Bernardino County Flood Control District:
1. Find that the Rialto Channel Crossing Improvements at Randall Avenue Project in the City of Rialto is exempt under the California Environmental Quality Act Guidelines, Title 14 of the California Code of Regulations Section 15301(c) Class 1 (existing facilities) and Section 15302(c) Class 2 (replacement or reconstruction).
2. Approve the Rialto Channel Crossing Improvements at Randall Avenue Project in the City of Rialto as defined in the Notice of Exemption and direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Rialto Channel Crossing Improvements at Randall Avenue Project in the City of Rialto (Project) is funded by property tax revenue. The recommended actions are administrative in nature and will have minimal financial impact. Sufficient appropriation and revenue have been included in the San Bernardino County Flood Control District 2022-23 budget (1920002522 F01669).
BACKGROUND INFORMATION
The Project consists of improvements to a portion of Randall Avenue and replacement of the existing drainage structure where the Rialto Channel passes under Randall Avenue. The Project will increase the capacity at Rialto Channel at Randall Avenue to ultimate conditions (or 100-year storm) and eliminate a narrow portion of Randall Avenue where it crosses the Channel.
The District’s environmental staff has reviewed the Project and determined that a categorical exemption in accordance with the California Environmental Quality Act (CEQA) Guidelines, Title 14 of the California Code of Regulations Section 15301(c) Class 1 and Section 15302(c) Class 2 is appropriate. The Class 1 exemption allows for repair and maintenance activities on existing roads, sidewalks, gutters, and similar facilities that involve negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Class 2 exemption allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. When the Board of Supervisors (Board) considers the environmental finding, the filing and posting of a Notice of Exemption is recommended.
This action meets the County and the Chief Executive Officer’s goals and objectives of ensuring the development of a well-planned, balanced, and sustainable County and providing for the safety, health and social service needs of County residents by preserving and improving the structural integrity of existing flood control facilities.
PROCUREMENT
The District plans to bring the Project’s specifications, as well as a recommendation to advertise for competitive bids, to the Board for consideration in Spring 2023.
