RECOMMENDATION(S)

Recommendation

1.                     Approve a budget increase to the Capital Improvement Program Project No. 22-017, in the amount of $16,100, from $100,000 to $116,100, for the Lake Arrowhead Library Remodel Project (WBSE 10.10.1204) located at 27235 Hwy 189 in Blue Jay.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary adjustments to the County Library and Capital Improvement Program 2022-23 budgets, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The County Library (Department) will fund the $16,100 increase to the project budget for the Lake Arrowhead Library Remodel Project with funding from the Department’s Services and Supplies Budget.

BACKGROUND INFORMATION

On June 14, 2022, the Board of Supervisors (Board) approved the Lake Arrowhead Library Remodel Capital Improvement Program Project No. 22-017 for the 2022-23 budget cycle.  The project includes new flooring and paint throughout, an updated shelving layout, new furniture, and a newly designed children’s area.  After detailed review and investigation by the Project and Facilities Management Department (PFMD), it was determined that the project will require a budget increase in the amount of $16,100, from $100,000 to $116,100.  Based on additional information from several on-site walks and carpet removal, the scope of work and construction costs required for asbestos removal proved to be greater than anticipated.

 

Approval of this increase and adjustment aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to continue its renovation of the Lake Arrowhead Branch Library with the goal of enhancing staff and customer experience.

 

PROCUREMENT

PFMD will make a determination as to whether the project may be procured through use of an existing Board approved Job Order Contract or will otherwise competitively solicit bids following California Public Contract Code requirements.
