RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of the annual continued funding application to the California Department of Education for the California State Preschool Program, in the amount of $7,249,395, for the period of July 1, 2023 through June 30, 2024.
2. Authorize the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Preschool Services Department, to execute and submit the application and award documents for this grant funding, as required by the California Department of Education, on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Preschool Services Department to transmit all application and award documents in relation to this grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The annual continued funding application in the amount of $7,249,395 provided by the California Department of Education (State) for the California State Preschool Program (CSPP) does not require a local match.
BACKGROUND INFORMATION
CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5, as well as referrals to health and social services for families and staff development opportunities to employees. CSPP services cover part-day childcare and development programs. This program includes nutrition, parental education, child development, and care that includes an educational component. The Preschool Services Department (PSD) has provided CSPP services through a combination of direct and contracted services since 1999.
PSD has received CSPP funding from the State for over 49 years. In order to receive funding, PSD is required to submit an annual, continued funding application. PSD is requesting to submit an application for funding in the amount of $7,249,395 for the period of July 1, 2023 through June 30, 2024, which will provide part-day CSPP services to an estimated 813 children at an estimated annual cost of $8,917 per child. The 2023-24 CSPP application is due to the State by January 14, 2023.
Approval of this item will allow PSD to submit the application to the State by the due date for annual, continued funding in 2023-24. In addition, this item authorizes the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of PSD, to execute and submit the application and award documents for this grant funding, as required by the State, on behalf of the County, subject to review by County Counsel. Upon receipt of CSSP awarded grant funds, PSD will return to the Board of Supervisors to accept funding and for approval of the grant award agreement(s).
