RECOMMENDATION(S)

Recommendation

1.                     Find the Arrowhead Regional Medical Center Skid Mounted Booster Pumps Project located in San Bernardino County, is exempt under the California Environmental Quality Act Guidelines, Section 15302, Class 2, subsection (c), Replacement or Reconstruction.

2.                     Approve the plans and specifications for the Arrowhead Regional Medical Center Skid Mounted Booster Pump Project, located in Colton. 

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Arrowhead Regional Medical Center Skid Mounted Booster Pump Project, located in Colton.

4.                     Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption of the Arrowhead Regional Medical Center Skid Mounted Booster Pump Project as required under California Environmental Quality Act.

FINANCIAL IMPACT

Approval of the bid documents and the solicitation of competitive bids will not result in the use of additional Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Skid Mounted Booster Pump Project (Project) (WBSE 10.10.0722) budget of $1,439,680 is funded from the ARMC Enterprise Fund as approved by the Board of Supervisors (Board) as part of the 2022-23 Capital Improvement Program budget.

 

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit for competitive bids for the Project, located in Colton. The Project will replace the existing booster pump equipment, which has reached its intended lifecycle of 15 years. The equipment is located in the north pump room of the ARMC Utility Plant which serves to provide water pressure throughout the ARMC campus. The replacement pumps will act as a reinforcement to the hospital and will allow the hospital to continue and maintain the hospital operation should any equipment have any failure in the future. This means that there will be no downtime to the hospitals water pressure system throughout the campus, which in turn, meets the County and Chief Executive Officer goals and objectives of improving County government operations and operating in a fiscally-responsible and business-like manner by ensuring continued hospital operations.

 

It is recommended the Board of Supervisors (Board) determine the Project to be categorically exempt from further review under Section 15302, Class 2(c) (Replacement or Reconstruction), of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15302 provides categorical exemption for projects involving Class 2, Replacement or Reconstruction. All work involved in the Project is consistent with Class 2(c) exemptions, which will not have a significant environmental impact

 

This Project is consistent with County Administrative Office approved Capital Improvement Program Project No. 19-067.

 

PROCUREMENT

PFMD will advertise for the Project and request competitive bids on January 13, 2023. A mandatory pre-bid meeting for prospective bidders will be conducted on January 26, 2023, at 8:00 a.m. at the loading dock parking lot of ARMC, located at 400 North Pepper Avenue in the City of Colton, California. The bid opening for the Project is scheduled for March 9, 2023, at 10:00 a.m. at PFMD.

 

Plans and specifications are on file with the Clerk of the Board of Supervisors. Public Contract Code section 22039 requires Board approval of the plans and specifications for the Project.
