Recommendation
Approve travel for four Workforce Development Board members to attend the California Workforce Association Day at the Capitol and participate in legislative meetings in Sacramento, California from March 7, 2023 through March 9, 2023, at an estimated cost of $4,276.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total estimated cost of travel and attendance at the California Workforce Association (CWA) Day at the Capitol is $4,276, as outlined in the table below. Travel expenses of Workforce Development Board (WDB) members are funded through the Workforce Innovation and Opportunity Act (WIOA).

Adequate appropriation and revenue have been included in the Workforce Development Department’s 2022-23 budget (571-22620).
BACKGROUND INFORMATION
Members of the WDB have been attending the annual CWA Day at the Capitol for many years. San Bernardino County (County) WDB members will be given the opportunity to meet with workforce development professionals and leaders from business, government, labor, and education, to gain insights about the current status of the California workforce system. WDB members will gain skills and be better equipped to build competitive capacity for the local economy by addressing the needs of businesses and career seekers and refining the workforce system within the region. Additionally, WDB members will learn best practices through a networking event with visiting lawmakers that will ensure their ability to shape the strategic direction of the County and workforce system.
At the Day at the Capitol, WDB members will participate in visits with state legislative members and their staff in order to cultivate relationships and help shape workforce policy direction at the state level. During these meetings, WDB members will seek to inform and educate legislators about key issues surrounding the implementation of WIOA and its impact in the County. Legislative outreach is important in 2023 as the US Congress considers reauthorization of WIOA, which funds local workforce development programs.
