RECOMMENDATION(S)
Recommendation
1. Approve non-financial Memorandum of Understanding with the California Department of Public Health for assignment of California Pathways into Public Health Initiative fellowship and internship personnel to the San Bernardino County Department of Public Health, to be effective upon execution by all parties through June 30, 2025.
2. Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments in relation to this Memorandum of Understanding, on behalf of the County, subject to review by County Counsel.
3. Direct the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to this Memorandum of Understanding to the Clerk of the Board of Supervisors within 30 days of execution.

The recommended Memorandum of Understanding is non-financial in nature and, as such, does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
California Department of Public Health’s (CDPH) fundamental responsibilities are comprehensive in scope and include infectious disease control and prevention, food safety, environmental health, laboratory services, patient safety, emergency preparedness, chronic disease prevention and health promotion, family health, health equity, and vital records and statistics.
The COVID-19 pandemic illustrated the need for a well-trained and versatile public health workforce. To respond to this need, the California Pathways into Public Health Initiative (Cal-PPH) was developed in partnership between CDPH, the University of California at San Francisco (UCSF), the University of California at Los Angeles (UCLA), and California’s Local Health Jurisdictions (LHJ). Cal-PPH provides opportunities to develop skills and experiences for a workforce pathway to individuals interested in a career in public health in LHJs.
There are two programs: the Cal-PPH Fellowship Program and the Cal-PPH Internship Program. The Cal-PPH Fellowship Program is a training and job placement program for early-career public health professionals to gain experience working at LHJ host sites. Fellowship and Internship personnel support LHJs by conducting communicable disease prevention and control, community engagement, and emergency response activities. The Cal-PPH Internship Program is a semester-long internship program for community college, undergraduate, and /or graduate students from historically underrepresented and diverse backgrounds to gain exposure to public service at participating LHJs.
