Recommendation

Approve Amendment No. 2 to Revenue Contract No. 21-411 (State Revenue Agreement No. HI-2122-20) with the California Department of Aging to provide Health Insurance Counseling and Advocacy Program services, updating Exhibit B - Budget Display, and Exhibit E - Additional Provisions, increasing the total contract amount by $33,109, from $1,156,505, to $1,189,614, with no change to the contract period of July 1, 2021 through March 31, 2024.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $33,109 for the Health Insurance Counseling and Advocacy Program (HICAP) services is covered by federal funding, allocated to the California Department of Aging (CDA) and passed to San Bernardino County (County) as the designated Area Agency on Aging (AAA).  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2022-23 budget and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

The CDA administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State.  CDA provides funding through contracts with local AAAs to help older and disabled individuals live independently, promote healthy aging, and assist family members in their care-giving role.  As the designated local AAA, DAAS receives funding and distributes it to the contracted provider to provide HICAP services to eligible residents throughout the County.

 

HICAP services include free and objective public information, education, and counseling assistance to Medicare beneficiaries and those nearing Medicare eligibility who are seeking options and information relating to medical insurance coverage.  HICAP provides confidential one-on-one counseling to individuals and their representatives on Medicare options, benefits, and costs.  HICAP also provides application assistance services for the Medicare Savings Program and Low-Income Subsidy.  Under this contract amendment, allocations are limited to expanding activities such as volunteer recruitment, training, beneficiary counseling, group outreach and education, media outreach and education, and/or covering increased costs due to unforeseen circumstances.

 

This funding will assist approximately 85 additional Medicare beneficiaries throughout the County.  Additionally, HICAP conducts ongoing community presentations that are open to the public and collaborates with many local organizations at health fairs and special events.  These funds will help to reach approximately 333 additional individuals through outreach services to further maximize visibility throughout the County.  HICAP is the primary local source for assistance with Medicare benefits, prescription drug plans, and health plans.

 

On June 8, 2021 (Item No. 13), the Board of Supervisors (Board) approved Revenue Contract No. 21-411 (State Revenue Agreement No. HI-2122-20) in the amount of $410,240, to provide HICAP services, for the period of July 1, 2021 through June 30, 2022.  This item also adopted a resolution authorizing the Chairman of the Board, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. HI-2122-20, on behalf of the County, subject to review by County Counsel.

 

On May 10, 2022 (Item No. 5), the Board approved Amendment No. 1 to Revenue Contract No. 21-411 (State Revenue Agreement No. HI-2122-20), increasing the total contract amount by $746,265, from $410,240 to $1,156,505, and extending the contract period one year and nine months, for a total contract period of July 1, 2021 through March 31, 2024, to provide HICAP services.

 

DAAS received notification of the amendment to State Revenue Agreement No. HI-2122-20 on December 5, 2022.  This item is being presented at this time, as this is the first date available following the required operational, fiscal, and legal reviews.  Approval by the Board on this date will have no impact on DAAS services or activities.
