Recommendation
Acting as the governing body of County Service Area 70 SL-1 Countywide:
1. Approve the Bloomington Streetlight Project in the amount of $132,000.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments in the amount of $132,000, as detailed in the Financial Impact Section, for the Bloomington Streetlight Project (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the $132,000 estimated cost of the Bloomington Streetlight Project (Project) will be funded entirely by available reserves of County Service Area (CSA) 70 SL-1 Countywide. The following 2022-23 budget adjustments are requested for the Project:

Ongoing utility usage costs for the additional streetlights associated with the Project will be funded within existing appropriation and revenues of CSA 70 SL-1.
BACKGROUND INFORMATION
CSA 70 SL-1 Countywide, which was established by the San Bernardino County Board of Supervisors on December 27, 1965, annually receives property tax revenues to fund the costs of operating and maintaining approximately 3,500 streetlights in various communities throughout the County. Residents of the Bloomington area approached the Department of Public Works - Special Districts (Department) and requested that streetlights be added to the existing electrical distribution poles within CSA 70 SL-1 Countywide. Specifically, the Project consists of the installation of five pole-mounted streetlight heads on existing distribution poles along Otilla Street, between Spruce Avenue and South Cactus Avenue, and three pole-mounted streetlight heads on existing distribution poles along a portion of Manila Street, between Spruce Avenue and South Cactus Avenue.
Approval of this item will allow the Department to proceed with the Project and provide the needed budget authority to incur one-time Project costs.
PROCUREMENT
The Project will be advertised in accordance with informal bidding procedures as established by the County. At the conclusion of the procurement process, an award of the construction contract will be recommended to the lowest responsive and responsible bidder.
