RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of project applications to the California Department of Parks and Recreation - Division of Boating and Waterways for Cucamonga-Guasti, Lake Gregory and Mojave Narrows Regional Parks for Boat Launch Facilities Grant Funding.

2.                     Adopt Resolutions authorizing the Director of Regional Parks Department to submit applications for Boat Launching Facilities Grant Funds, as required by the California Department of Parks and Recreation, and execute any non-substantive amendments, modifications and any other documents necessary to accept the Division of Boating and Waterways funding, subject to review by County Counsel, for the following projects:

a.                     Cucamonga-Guasti Boat Dock Replacement

b.                     Lake Gregory Boater Amenities Renovations

c.                     Mojave Narrows Boat Dock Acquisition

3.                     Direct the Director of Regional Parks Department to transmit application documents and non-substantive amendments in relation to this grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of these grant applications will not result in the use of Discretionary General Funding (Net County Cost). If approved, the grant will be fully funded by California Department of Parks and Recreation - Division of Boating and Waterways (DBW) and does not require matching funds.  Applications for Boat Launching Facilities (BLF) will be considered for grant funding in the State’s Fiscal Year 2023-24 budget and are made to qualifying public entities via a competitive basis. Approval of this item will allow Regional Parks Department (Department) to submit project applications as follows:

 

                     Demolition and replacement of the boat dock at Cucamonga-Guasti Regional Park for $1,877,706.

                     Boater Access Improvements at Lake Gregory Regional Park to include natural launch slope protection, north shore parking lot restoration, electric vehicle charging stations, new accessible parking stalls, boathouse backlot parking renovations, new restrooms, fish cleaning stations and boat ramp creation for $6,552,000.

                     Acquisition of a floating boat dock at Mojave Narrows Regional Park for $50,000. 

 

If awarded, funds will be used for renovations and improvements at these facilities. It is anticipated that once completed, these projects will require ongoing maintenance, which is expected to be funded by the revenue from the increase in visitors to the facilities.

 

BACKGROUND INFORMATION

The DBW accepts grant applications on a continuous basis and is accepting applications for the 2023-24 budget period through February 1, 2023.  The intent of the BLF grants is to fund facilities such as boat launching ramps, boarding floats, and associated parking areas, restrooms, and lighting for motorized and non-motorized boaters.

 

This item will authorize the Department to file project scope/cost estimates to DBW for the purpose of receiving 2023-24 allocation of grant funds. Approval of the recommended actions will allow the Department to submit project scopes for proposed renovations and improvements at Cucamonga-Guasti, Lake Gregory and Mojave Narrows Regional Parks and provide resolutions certifying the following:

 

1.                     The Department desires to enhance, repair, and rebuild and protect the perspective facilities to meet the needs of watercraft users and provide other public amenities to those utilizing the facility; 

2.                     That pursuant and subject to all of the terms and provisions of the Harbors and Watercraft Revolving Fund program, application be made to the State of California, Department of Parks and Recreation, DBW for funding; and

3.                     That the Department Director is authorized and directed to cause the necessary data to be prepared and the application to be signed and filed with the DBW.

 

The project for Cucamonga-Guasti Regional Park includes the demolition and replacement of the existing dock. The existing dock has sustained damage from past weather events and has been closed to the public for several years. The project scope is to replace the wooden boat dock with a new aluminum boat dock that is Americans with Disabilities Act (ADA) compliant. Project completion will provide improved boat launch access and fishing amenities for the customers who frequent the park.

 

The projects for Lake Gregory Regional Park propose improvements in five areas of the park. They include natural launch slope protection, north shore parking lot restoration, electric vehicle charging stations, new accessible parking stalls, boathouse backlot parking renovations, new restrooms, fish cleaning stations and the installation of a boat ramp for improved accessibility to provide improved boating amenities to the public.

 

The project for Mojave Narrows Regional Park includes the acquisition and placement of a floating dock adjacent to the kayak rental station at Pelican Lake. There are currently no boat launching docks in this area. The project will provide ADA accessible launching of kayaks, small non-motorized fishing boats and other small vessels to the public.   

 

The projects in Recommendation No. 2 were selected based on the DBW grant specifications.  Other parks with lakes within the Department were not included in this grant as their docks are all either under current construction or are ineligible based on ownership/lease requirements.                     

 

If awarded, the Department will return to the Board of Supervisors for approval and execution of the grant agreement with DBW. 

 

Approval of these recommendations align with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of County residents and to operate in a fiscally-responsible and business-like manner by improving park amenities to enhance accessibility by meeting Americans with Disabilities Act requirements and to increase Park attendance to generate additional revenue.
