RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of the Agreement Funding Application (State Agreement No. 22b-36) with the California Department of Public Health for the California Home Visiting Program State General Fund Expansion, in the amount of $1,091,047, for the period of July 1, 2022 through June 30, 2023.

2.                     Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments to the Agreement Funding Application, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Agreement Funding Application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The grant funding from the California Department of Public Health (CDPH) for the California Home Visiting Program (CHVP), in the amount of $1,091,047, is a State General Fund allocation and does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 budget.

 

BACKGROUND INFORMATION

CDPH received $37.5 million in State General Fund (SGF) to expand CHVP services provided in 2022-23, including $33.7 million for local assistance, which are distributions made for the support of local health jurisdiction (LHJ) or other locally administered activities. Ongoing funding of $49.7 million annually Statewide is anticipated for the period of July 1, 2023 through June 30, 2028.  The expansion funding is intended to increase the number of families participating in CHVP services.

 

The Maternal, Child and Adolescent Health Division (MCAH) of the CDPH has allocated SGF resources to LHJs to administer CHVP with the goals of promoting maternal health and well-being, improving infant and child health and development, strengthening family functioning, and cultivating strong communities. The program is designed to assist families who are at risk for adverse childhood experiences, which include child maltreatment, domestic violence, substance abuse, and mental illness. LHJs funding by CHVP may provide services to families using three evidence-based home visiting models:  Healthy Families America (HFA), Nurse Family Partnership (NFP), and Parents as Teachers (PAT).

 

CHVP services identify families at risk through routine screening and assessment of parent-child interactions, child development and maternal depression assessment, parent support groups, and father involvement programs. Interaction with home visitor staff gives parents the tools to independently raise their children through preventive interventions focused on promoting and reinforcing positive, nurturing parenting and child development. DPH has received funding for CHVP since 2020.

 

On December 15, 2020 (Item No. 53), the Board of Supervisors (Board) accepted a grant award (State Agreement No. CHV SGF EXP 20-36) from CDPH for the SGF Expansion to implement the CHVP, in the amount of $4,292,646 ($1,430,882 annually), for the period of July 1, 2020 through June 30, 2023.

 

On November 4, 2022, CDPH notified LHJs of the intent to award additional funding for administration and expansion of CHVP, aligning with budget language that amends the CDPH allocation for LHJs currently receiving SGF allocations for CHVP, in the amount of $1,091,047, for the period of July 1, 2022 through June 30, 2023.  DPH will be reimbursed for expenditures incurred through invoice submission on a quarterly basis.

 

DPH intends to use the expansion funding from CDPH for the following: amend and increase the amount of the contract with El Sol Neighborhood Educational Center (a companion item included for this meeting); conduct a procurement to invite additional agencies to submit proposals to provide home visitation services; and conduct an environmental scan to determine community capacity to expand the network of home visitation service providers throughout the county.  CDPH expects to issue a grant award letter on January 30, 2023. Upon receipt of the award, DPH will return to the Board to accept the funding.

 

This item is being presented to the Board at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will have no impact on DPH’s CHVP services and activities.
