RECOMMENDATION(S)

Recommendation

1.                     Acknowledge the participation of designated members of the Board of Supervisors serving as representatives of the County on multi-jurisdictional and County boards, listed as Designated Membership on Attachment A.

2.                     Appoint members of the Board of Supervisors to serve as representatives of the County on multi-jurisdictional boards, listed as Discretionary Appointments on Attachment A.

3.                     Direct the Clerk of the Board of Supervisors to file an updated Form 806, Agency Report of Public Official Appointments, for Designated Membership and/or Discretionary Appointments if required, in accordance with the California Fair Political Practices Commission Regulation 18705.5.

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). Pursuant to California Fair Political Practices Commission (FPPC) Regulation 18705.5, some of the public official appointments involve additional compensation and may be posted and reported on FPPC Form 806.

 

BACKGROUND INFORMATION

The selection of a new Chair of the Board of Supervisors (Board), which occurred on January 10, 2023, requires reconsideration of the opportunity and responsibility Board members have to represent the County on more than 40 County and multi-jurisdictional boards, commissions, committees, task forces, advisory groups, steering committees and public authorities (boards). These boards fall into two broad categories as follows:

 

a.                     Designated Membership: Boards where formation and/or operating documents prescribe the participation of one or more specific District Supervisors, or designee(s), to represent the County.

 

b.                     Discretionary Appointments: Boards where the Board of Supervisors, on recommendation of the Chair, has discretion to appoint any member(s), to represent the County.

 

Recommendation No. 1 will acknowledge the Designated Membership and Recommendation No. 2 will make Discretionary Appointments to ensure the County’s continued representation and participation in the multi-jurisdictional and County boards. In addition, Recommendation No. 3 will direct the Clerk of the Board to update and post FPPC Form 806, Agency Report of Public Official Appointments, as necessary.
