RECOMMENDATION(S)

Recommendation

1.                     Approve the plans and specifications for the Mission Boulevard Project in the Montclair area, as signed and sealed by a registered civil engineer.

2.                     Authorize the Director of the Department of Public Works to advertise the Mission Boulevard Project in the Montclair area for bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The Mission Boulevard Project in the Montclair Area (Project) will be funded with Discretionary General Funding allocated for the Department of Public Works (Department) annual Maintenance of Effort (MOE) requirement and by the City of Montclair (City). Sufficient appropriation and revenue are included in the Department’s 2022-23 Road Operations budget (6650002000 34H15034) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

This Project involves pavement rehabilitation, signing and striping improvements, and reconstructing existing curb ramps in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA) guidelines, on Mission Boulevard from East End Avenue to Silicon Avenue and Ada Avenue to Benson Avenue in the Montclair area. Minimal work for the Project will be done outside of the existing right-of-way and will require permission from property owners; however, no acquisitions will be required.  

 

On August 9, 2022 (Item No. 40), the Board of Supervisors (Board) determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board to file and post said notice.

 

On April 25, 2023 (Item No. 52), the Board approved Cooperative Agreement No. 23-289 between the County and the City for implementation of this Project. The Cooperative Agreement will terminate upon completion of the Project and payment of the final billing by the County, or December 31, 2026, whichever occurs first.

 

This Project has been identified as a priority based on the current pavement condition, amount of truck traffic carried, daily traffic count, and other criteria established under the Department’s Pavement Preservation Program.  Updating of existing ramps or installation of new ADA compliant curb ramps in conjunction with the proposed road improvements is required under the federal “2013 Department of Justice/Department of Transportation Joint Technical Assistance on the Title II of the ADA Requirements to Provide Curb Ramps when Streets, Roads, or Highways are Altered through Resurfacing” guidelines. 

 

The Project aligns with the County and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced and sustainable County by improving the structural integrity of existing road surfaces and providing for the safety of County residents by improving access for all pedestrians, including those with disabilities.

 

PROCUREMENT

The Project will be advertised in accordance with Section 22037 of the California Public Contract Code.  The Department anticipates returning to the Board for an award of the construction contract in Summer 2023.
