FINANCIAL IMPACT
Approval of this appointment will not result in the use of additional Discretionary General Funding (Net County Cost) as there is no cost associated with the appointment.

BACKGROUND INFORMATION
In September 1990, California Assembly Bill (AB) 2766 was signed into law, authorizing a $4 per vehicle surcharge on annual registration fees. This money is used to fund the implementation of programs to reduce air pollution from motor vehicles pursuant to air quality plans and provisions of the California Clean Air Act. To determine which projects should be funded, AB 2766 called for the creation of the Mobile Source Air Pollution Reduction Review Committee (MSRC) and the Mobile Source Air Pollution Reduction Review Committee - Technical Advisory Committee (MSRC-TAC). The MSRC-TAC is charged with making recommendations to the MSRC, which in turn makes recommendations to the South Coast Air Quality Management District Governing Board (AQMD) regarding which projects should be funded.
