RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 9 to Revenue Contract No. 14-613 with the City of Highland, for the provision of Animal Care Services, increasing the amount by $490,531, from $4,044,900 to $4,535,431, and extending the contract an additional year, for the total contract period of July 1, 2014, through June 30, 2024.

2.                     Approve Amendment No. 11 to Revenue Contract No. 14-615 with the City of Yucaipa, for the provision of Animal Care Services, adding funds for license canvassing services, increasing the amount by $542,077, from $4,547,845 to $5,089,922, and extending the contract an additional year, for the total contract period of July 1, 2014, through June 30, 2024.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The Department of Public Health (DPH) will receive up to $1,032,608 in additional revenue for the provision of animal care services and control and license canvassing services in 2023-24. The costs associated with providing these services are reimbursed by the cities and/or offset by revenue collected on behalf of the cities by the County. Amendment amounts were calculated based on estimated salary and benefits and ongoing operating costs associated with the provision of these services. Adequate appropriation and revenue will be included in the DPH 2023-24 recommended budget.

 

BACKGROUND INFORMATION

Under the terms of the recommended amendments, DPH will continue to provide animal care services for the cities of Highland and Yucaipa for an additional year through June 30, 2024, and increase the total contract revenue amounts for this extension. The services provided to the cities of Highland and Yucaipa include full scope animal care services. A door-to-door dog license canvassing services is available as a service level option. The amendment with the City of Yucaipa includes funds to provide for this optional service to help ensure dogs within the city are licensed pursuant to State law and local ordinances.

 

Full scope animal care services include field services, licensing, low-cost rabies and vaccination clinics, impounding and shelter services, after-hours emergency services, and final disposition. DPH has provided animal care and control services for the City of Highland since 1997 and the City of Yucaipa since 1990.

 

On June 24, 2014 (Item No. 65), the Board of Supervisors (Board) approved revenue Contract No. 14-613 with the City of Highland in the amount of $436,202, and Contract No. 14-615 with the City of Yucaipa in the amount of $435,708 for full scope animal care and control services, for the period of July 1, 2014, through June 30, 2015. Since that time, the Board has approved multiple amendments to the revenue contracts for the provision of additional services and extensions for continued animal care and control services through June 30, 2022.

 

On June 14, 2022 (Item No. 53), the Board approved Amendment No. 8 to Revenue Contract No. 14-613 with the City of Highland, increasing the amount by $467,172, from $3,577,728 to $4,044,900, and Amendment No. 10 to Contract No. 14-615 with the City of Yucaipa increasing the amount by $542,077, from $4,005,768 to $4,547,845 for continued provision of full scope animal care and control services and extending both contracts an additional year, for the total contract period of July 1, 2022 through June 30, 2023.
