FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the Third District’s 2022-23 budget to fund any costs related to this action.
BACKGROUND INFORMATION
Pursuant to San Bernardino County Code 12.4509, all Municipal Advisory Councils (MACs) and Advisory Committees (ACs) dissolve upon the end of each term of the County Supervisor who represents the district in which the respective MAC or AC is located, or upon the effective date of the establishment of a new Supervisorial District as a result of redistricting. On December 14, 2021 (Item No. 77), the Board of Supervisors (Board) adopted Ordinance No. 4421 relating to the adjustment of boundaries for the Supervisorial Districts under the redistricting process and utilizing the 2020 United States Census data. As a result of the redistricting process, all MACs and ACs established by each County Supervisor for their specific districts dissolved on January 13, 2022.
On April 26, 2022 (Item No. 4), the Board adopted Resolution No. 2022-65 creating the Morongo Basin MAC and directed the Clerk of the Board of Supervisors to post a Notice of Vacancy pursuant to the Maddy Act to solicit applications for the five council positions to be appointed by the Board. Due to low public interest and lack of viable applicants, it is recommended that the Morongo Basin MAC be dissolved. Currently, a Morongo Basin Open House meeting is held each month by the Third District Supervisor and representatives from various County Departments to answer questions and address any public feedback. Adoption of the Resolution will accomplish the dissolution of the MAC as of May 23, 2023.
