Recommendation

Approve Amendment No. 1 to Contract No. 21-65 with Family Assistance Program, for the provision of Homeless Housing, Assistance and Prevention program services, updating measurable outcomes and increasing the total contract amount by $75,000, from $245,685 to the not to exceed the amount of $320,685, with no change to the contract period of January 26, 2021, through June 30, 2025.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The total cost for services will not exceed $320,685 and will be funded by the State of California Homeless Housing, Assistance and Prevention (HHAP) program block grant funding. Adequate appropriation and revenue have been included in the Office of Homeless Services’ (OHS) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Amendment No. 1 to Contract No. 21-65 with Family Assistance Program (FAP) will increase the budget by $75,000 and update measurable outcomes, with no change to the contract term. The additional funding will allow FAP to provide shared housing and case management services to an additional eight homeless youths throughout San Bernardino County, increasing the overall number of youths to be served during the contract term to 24. The overall average cost per client per year is $13,362 and is inclusive of housing and case management costs. Measurable outcomes will focus on education, employment, and developing life skills to ensure youths exiting to permanent housing are successful in living independently. To date, FAP has demonstrated the capacity to expend the newly allocated funds within the established timeframe. All funds from the initial award received by FAP have been expended.

 

On December 6, 2019, the State of California Homeless Coordinating and Financing Council (State) released the Notice of Funding Availability for the HHAP program. HHAP is a block grant program designed to provide jurisdictions with funds to support regional coordination and to expand or develop local capacity to address immediate homelessness challenges.

 

The Interagency Council on Homelessness (ICH) which serves as San Bernardino City and County Continuum of Care’s (SBC CoC) governing board, designated OHS as the Administrative Entity to apply for the SBC CoC HHAP allocation. On May 19, 2020 (Item No. 36), the Board accepted the HHAP Round 1 grant award in the amount of $3,071,060 for the SBC CoC from the State. On September 3, 2020, OHS released a Request for Applications for the HHAP Round 1 program funds. 

 

On January 26, 2021 (Item No. 38), the Board approved Contract No. 21-65 with FAP, in the amount of $245,685 to provide transitional housing and case management to homeless youth, and Contract No. 21-66 with Illumination Foundation, in the amount of $75,000, to provide rental assistance and rapid re-housing services to homeless adult individuals. On October 6, 2022, OHS was informed by Illumination Foundation that they were ceasing operations in the county, and were returning the full, unspent amount of $75,000 to ensure funds are utilized to serve San Bernardino County residents. The ICH Desert Regional Steering Committee recommended the reallocation of the $75,000 HHAP Round 1 funds from Illumination Foundation to FAP for the provision of youth-related services. ICH approved the recommendation by a majority vote on February 22, 2023.
