Recommendation
Adopt Resolution appointing James G. White, in lieu of election, as Member of the Board of Directors, Rim of the World Recreation and Park District, Division 5, for the November 8, 2022 General Election where no person filed a Declaration of Candidacy.

FINANCIAL IMPACT
Approval of this action will not result in the use of additional Discretionary General Funding (Net County Cost) as the adoption of Resolutions for Appointments in Lieu of Election is non-financial in nature, and appropriation for the minimal staffing required was included in the 2022-23 Registrar of Voters budget.
BACKGROUND INFORMATION
California Elections Code section 10515 requires that when the number of candidates who file for an office is less than or equal to the number of offices to be filled, the Board of Supervisors (Board) shall appoint those candidates to the office. When no person files for an office, the Board shall appoint a qualified person to fill that office. All persons appointed in lieu of election by the Board shall serve to the end of the term.
On November 15, 2022, (Item No. 86), the Board adopted Resolution No. 2022-226 appointing 63 eligible voters, in lieu of election, as Members of the Board of Directors for 30 independent special districts for two-year and four-year terms that began on December 2, 2022.
