RECOMMENDATION(S)

Recommendation

1.                     Declare the fully depreciated 2008 Ultra Hauler Utility Trailer, equipment No. 034021, Vehicle Identification Number 1U9EU32228C131657, fixed asset equipment as surplus to the County’s needs.

2.                     Approve waiver of County Policy 12-18 and authorize the Sheriff/Coroner/Public Administrator to donate the surplus equipment referenced in Recommendation No. 1 to the La Paz County Sheriff’s Office in Arizona.

3.                     Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Assistant Sheriff to execute the Bill of Sale related to the transfer of the surplus equipment referenced in Recommendation No. 1.

4.                     Authorize title transfer of the surplus equipment referenced in Recommendation No. 1 to the La Paz County Sheriff’s Office in Arizona.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The 2008 Ultra Hauler utility trailer (Equipment No. 034021) is fully depreciated and surplus to the County’s needs.

 

BACKGROUND INFORMATION

In 2008, the Sheriff/Coroner/Public Administrator’s (Department) Emergency Operations Division acquired an Ultra Hauler Utility Trailer (Trailer) which was converted to a mobile command post and utilized by Department personnel in support of Off-Highway Vehicle law enforcement and Search and Rescue operations. After more than a decade in service, the Trailer’s original purpose does not meet the current needs of the Department, and it can no longer be economically maintained or repaired.

 

Approval of Recommendation No. 1 will declare the Trailer as surplus to the County’s needs. To ensure the referenced equipment continues to benefit the law enforcement community, the Department recommends donating the Trailer to the La Paz County Sheriff’s Office (LPCSO). Located in Parker, Arizona, LPCSO is in a bordering jurisdiction that often works in multi-agency operations along the Colorado River area in conjunction with the Department’s Colorado River station in Needles. LPCSO agreed to accept the donation and complete necessary repair work in order to put the Trailer back into service.  LPCSO will also be required to accept the Trailer in an “as is” condition and release the County of any liability as a condition of accepting the donation. Approval of Recommendation Nos. 2 and 3 will approve the waiver of County Policy 12-18 and authorize the Department to complete the Trailer donation and title transfer to the LPCSO.

 

PROCUREMENT

County Policy 12-18 requires property with an estimated value of $10,000 or more be declared surplus by the Board of Supervisors and requires the Purchasing Agent to initiate action to move property as designated in this item, or to arrange for disposition.
