RECOMMENDATION(S)

Recommendation

1.                     Accept donation of one 2022 Morgan Olson Route Star Mobile Command Unit (Vehicle Identification Number 4UZAARFD8NCUB7704), with a total value of $430,555, from the City of Victorville.

2.                     Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Assistant Sheriff to execute all necessary documentation to transfer title of the donated vehicle referenced in Recommendation No. 1, subject to review by County Counsel.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The 2022 Morgan Olson Route Star Mobile Command Unit (Mobile Command Unit) manufactured by LDV Custom Specialty Vehicles was purchased by the City of Victorville (Victorville) utilizing its Supplemental Law Enforcement Services Fund (SLESF) in the amount of $430,555. All costs associated with the donated Mobile Command Unit, including fuel, insurance, and maintenance, will be funded through the law enforcement services contract with Victorville. Sufficient appropriation and revenue are included in the Sheriff/Coroner/Public Administrator’s (Department) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department provides law enforcement services to Victorville on a contractual basis that is renewed annually. The Department is requesting approval to accept the donation of the Mobile Command Unit to be used by staff assigned to the Victorville patrol station during the course and scope of law enforcement duties within Victorville, including but not limited to, complex criminal investigations and critical incident operations.

 

On May 9, 2023 (Item No. 69), the Board of Supervisors (Board) approved this Mobile Command Unit as part of the Annual Military Equipment Report submitted by the Department. At the end of its useful life, the Mobile Command Unit will be returned to Victorville for disposal.

 

County Policy Standard Practice 06-01SP requires departments to obtain Board approval for any donation valued over $10,000.
