RECOMMENDATION(S)

Recommendation

1.                     Approve a non-financial Agreement with the Foundation of California Community Colleges to provide pre-apprenticeship and apprenticeship services to county residents through its LAUNCH Apprenticeship Network, for the term of June 1, 2023 through May 31, 2028.

2.                     Authorize the Director of the Workforce Development Department to execute any subsequent non-substantive amendments, or terminate the Agreement in accordance with the termination provisions, subject to review by County Counsel.

3.                     Direct the Director of the Workforce Development Department to transmit any executed amendments to the Agreement or notice of termination, authorized under Recommendation No. 2, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The costs associated with providing pre-apprenticeship and apprenticeship services are fully funded through the LAUNCH Apprenticeship Network (LAUNCH) as a fiscally sponsored project under the Foundation of California Community Colleges (Foundation) Collaborative Impact Program.  Execution of the Agreement will not have an additional impact to the overall Workforce Development Department (WDD) 2022-23 budget approved by the Board of Supervisors (Board), or future recommended budgets.

 

BACKGROUND INFORMATION

The purpose of this item is to approve a non-financial Agreement with the Foundation through LAUNCH to provide pre-apprenticeship and apprenticeship services for the period of June 1, 2023 through May 31, 2028. Under the terms of the Agreement, LAUNCH will offer general technical assistance and support to WDD staff related to apprenticeship grants, programs, policies, or candidate and industry referrals.  Any additional services outside of the scope of work of this Agreement will be done through an amendment, subject to review by County Counsel.  LAUNCH will facilitate apprenticeship education to increase awareness to unemployed and underemployed county residents and will provide sponsorship for new registered apprenticeship programs in the region.  

 

LAUNCH is a fiscally sponsored project under the Foundation for California Community Colleges Collaborative Impact Program and registered Workforce Intermediary Apprenticeship Sponsor, which is defined by the Department of Labor as an organization that can help broker local, regional, and national workforce solutions, by convening employers and community partners to determine workforce trends and assisting in blending customized services and seed funding to grow the demand for new apprenticeship programs.

 

LAUNCH provides regional coordination, marketing, technical assistance, and partnership development, which includes consultancy with educational institutions, industry, government partners, and other community organizations seeking to increase the number of apprenticeship opportunities in the region.  Today, more than 13,000 registered apprenticeships in San Bernardino and Riverside Counties (15% of California’s registered apprentices) are learning new career skills through LAUNCH, which leverages the workforce and education systems of the region’s community colleges, K-12 school districts and Workforce Development Boards. 

 

In July 2022, the California Labor Secretary released a Five-Point Action Plan outlining the strategy for Advancing Apprenticeship in California and serving 500,000 apprentices by 2029. The Inland Empire Regional Strategic Plan, which was developed with both the San Bernardino County Workforce Development Board and the Riverside County Workforce Development Board, identifies developing pre-apprenticeship and apprenticeship programs as a priority goal to help increase the number of regional sector-based career pathways that serve both businesses and job seekers. The WDD intends to meet this goal by improving program alignment, expanding program capacity, and incorporating work-based learning opportunities in their target sectors of healthcare, manufacturing, and transportation and logistics by building upon foundational programs through this partnership with LAUNCH.
