RECOMMENDATION(S)
Recommendation
1. Approve and accept grant award agreement (State Agreement No. PEI 23-36) from the California Department of Public Health for the Perinatal Equity Initiative Program to improve Black/African American infant and maternal health, in the amount of $980,310, for the period of July 1, 2023 through June 30, 2024.
2. Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept, execute, and submit supplemental documents necessary to receive funding and subsequent non-substantive amendments to the grant award agreement (State Agreement No. PEI 23-36), on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all subsequent non-substantive amendments in relation to the grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $980,310 from the California Department of Public Health (CDPH) for the Perinatal Equity Initiative does not require a local match. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2023-24 recommended budget.
BACKGROUND INFORMATION
The CDPH Maternal and Infant Health Branch provides funding to local health jurisdictions that plan to implement the Perinatal Equity Initiative (PEI). The goal of this initiative is to improve Black/African American infant and maternal health and reduce infant mortality by implementing interventions to reduce preterm birth and low birthweight. DPH will use the grant award to provide contracted services and program oversight to ensure activities are conducted under the requirements of the PEI scope of work and CDPH Maternal, Child, and Adolescent Division fiscal policies and procedures.
Statewide, the PEI intends to improve Black/African American infant and maternal health through activities that include providing home-visitation services to women to facilitate increased access and linkage to prenatal care, birth spacing, and life planning services; group sessions to increase the capacity for fathers to support their partners during pregnancy, childbirth, and parenting; and doula services to women prior to, during, and following delivery to improve maternal and infant health outcomes.
In San Bernardino County, PEI currently provides fatherhood/partner engagement and doula services to program participants. These interventions were prioritized by the San Bernardino County PEI Community Advisory Committee (CAC), utilizing findings from PEI focus groups, community stakeholder engagement learning sessions, and data highlighting Black/African American maternal and infant health disparities. The PEI CAC consists of experts in maternal and child health, community members with similar life experiences as program participants and a strong connection to the Black/African American community, community-based organizations that serve Black/African American families, Obstetricians/Gynecologists, and healthcare agency staff.
On April 3, 2023, DPH received the grant award agreement (State Agreement No. PEI 23-36) from CDPH for the PEI, in the amount of $980,310 for the period of July 1, 2023 through June 30, 2024. Approval of this item allows DPH to submit the associated PEI grant documents (including scope of work, budgets, and duty statements), as required by CDPH in order to receive funding and to accept the PEI grant award.
