RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of a supplemental grant application to the United States Department of Health and Human Services, Administration for Children and Families, in the total combined amount of $4,512,840 for cost-of-living and quality improvement funding, for the period of July 1, 2023 through June 30, 2024, for the following programs:

a.                     Head Start Program, in the amount of $3,606,152.

b.                     Early Head Start/Early Head Start-Child Care Partnership Programs, in the amount of $906,688.

2.                     Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of Preschool Services Department to execute and submit any subsequent non-substantive application documents for the Head Start, Early Head Start, and Early Head Start-Child Care Partnership programs for the supplemental funding, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Director of Preschool Services Department to transmit all grant application documents in relation to the Head Start, Early Head Start, and Early Head Start-Child Care Partnership programs to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The combined supplemental application to the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start and Early Head Start, including Early Head Start-Child Care Partnership programs (Programs) totaling $4,512,840, provides for a waiver of the non-federal match.  The application consists of Cost-of-Living Adjustments (COLA) and Head Start Program Quality Improvement (QI) funding as detailed below:

BACKGROUND INFORMATION

The Programs provide comprehensive, developmental, and preschool services to eligible children and their families through in-house services and collaborative partnerships with childcare providers and agencies countywide.  PSD intends to utilize the COLA to fund a 5.6% increase in the hourly rate of pay for approximately 588 Program contract employees.  PSD will propose this increase to Teamsters Local 1932 and discuss its implementation.

 

In addition, the COLA funds will be utilized to provide a 5.6% increase in payments to contractors and a delegate agency currently providing developmental Program services to San Bernardino County Head Start children.  PSD will utilize the QI funds to provide contracted occupational therapy and trauma treatment services for eligible children and their families.  

 

On March 15, 2023, PSD was notified by ACF of the supplemental COLA and QI funding for the Programs, in the amount of $4,512,840, for the period of July 1, 2023 through June 30, 2024.  The ACF deadline for submission of the supplemental funding application was April 21, 2023; however the deadline was extended to May 26, 2023 to provide time for Board of Supervisors (Board) approval of the application.  PSD will return to the Board for acceptance and approval of the grant award
