RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 70 Cedar Glen:

1.                     Approve the Capital Improvement Program, County Service Area 70 Cedar Glen - Lead and Copper Pipeline Investigation and Replacement Project, in the amount of $375,000.

2.                     Approve a contract with Albert A. Webb Associates for professional engineering design and services, in the amount of $92,930, for the design of plans and specifications for the County Service Area 70 Cedar Glen - Lead and Copper Pipeline Investigation and Replacement Project, with a term of May 23, 2023 through May 23, 2028.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The $375,000 estimated cost of the County Service Area 70 Cedar Glen - Lead and Copper Pipeline Investigation and Replacement Project (Project), which includes the $92,930 cost of the recommended contract with Albert A. Webb Associates, will be funded entirely by the use of available reserves of County Service Area 70 Cedar Glen (District).  Through the cancellation of the Cedar Glen Tunnel project, the District has sufficient appropriation available within its Capital Improvement Program (CIP) for the Project’s 2022-23 costs.  The Project was not included in the District’s 2023-24 Recommended Budget; therefore, a future budget increase will be prepared and submitted for Board of Supervisors (Board) approval when appropriate.

 

BACKGROUND INFORMATION

The District serves the area of Cedar Glen by providing water service to over 1,000 residents of the area.  The Department of Public Works - Special Districts (Department), through its Water and Sanitation Division, directly manages, operates, and maintains the District.

 

The District’s current known water lines range between 1-inch to 3-inches in size and vary in pipe material from steel, copper, plastic (polyvinyl chloride (PVC)) and unknown.  Except for new customer service lines recently installed by the County, many of the existing customer service lines from the previous purveyor, Arrowhead Manor Water Company, are of unknown materials.  The State of California has mandated excavation and replacement of any customer service lines that are of unknown materials pursuant to certain criteria.  Accordingly, pursuant to State guidelines, the Project will investigate the existing service lines in the areas that have documented lead and copper impurities and, subsequently, replace those service lines to ensure the District is in compliance with State regulations.

 

This item seeks approval to proceed with the Project and begin incurring costs up to $375,000. This item also seeks approval of a contract with Albert A. Webb Associates to provide professional engineering and design services for the Project’s plans and specifications. 

 

The Department anticipates returning to the Board at a later date for any necessary environmental or California Environmental Quality Act findings, approval of the Project’s plans and specifications, and authorization to advertise for bids.

 

PROCUREMENT

Request for Proposal (RFP) No. SDD-029 for the Project’s professional design services was released through the County’s Electronic Procurement Network (ePro) (ePro No.  SPD122-SPDAD-4815) and sent directly to civil engineering firms on December 1, 2022.  A total of two proposals were received in response to the RFP on January 26, 2023, with both being accepted for review.

The proposals were evaluated by a selection committee comprised of Department staff from the Project Management Division.  The selection committee evaluated the proposals using the criteria prescribed in the RFP.  Based on the stated criteria, the committee determined that Albert A. Webb Associates best met the needs of the District.  Therefore, the recommendation is to contract with Albert A. Webb Associates for the needed Project services.  No protests were received.
