FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  As approved by the Board of Supervisors (Board) on October 25, 2022 (Item No. 82), an allocation from the American Rescue Plan Act (ARPA) Local Fiscal Recovery Fund (Recovery Fund) will be utilized to fund eligible costs of the Lake Gregory Regional Park Sitewide Sediment Management Project (Project). These costs include the contract with Michael Baker International (MBI) in the amount of $463,204 and the Project’s future construction.  The Department of Public Works - Special Districts (Department) has sufficient appropriation available in its 2022-23 operating budget (County Service Area 70 - Countywide) for the current year costs of this contract with MBI.  Sufficient appropriation will be included in future recommended budgets as needed.

 

BACKGROUND INFORMATION

The Department provides design, construction, operations, and maintenance support services to the Regional Parks Department (Regional Parks), which includes Lake Gregory. The Project proposes the removal of accumulated sediment at Lake Gregory, which will improve the health of the lake as well as recreational use of this amenity. Additional sediment and debris were deposited in the lake during the 2020, 2021, and 2022 storm seasons. The Project is a priority to effectively manage lake sediments and long-term maintenance of Lake Gregory.

 

This item seeks approval of a contract with MBI to provide the following professional engineering and environmental services for the Project: (1) swim beach accessibility; (2) sediment management; (3) environmental clearance and mitigation, (4) lake surveying and bathymetric mapping; and (5) bidding and construction support services.  Additional requirements include (a) budget and schedule tracking and reporting for engineering and environmental services respectively; (b) monthly, or more frequent, Progress Reports; (c) meeting attendance as requested by the Special Districts Project Manager, virtual and/or in person as may be necessary; (d) preparation of meeting agendas and presentation materials for all meetings, with post meeting minutes containing action items; and (e) subconsultant coordination and management. 

 

At a future date, the Department anticipates returning to the Board for any necessary California Environmental Quality Act findings, approval of the Project’s plans and specifications, and authorization to advertise for bids.

 

PROCUREMENT

Request for proposal (RFP) No. SDD-031 for the Project’s professional engineering design and environmental services was released through the County’s Electronic Procurement Network (ePro) (ePro No. SPD123-SPDAD-4836) and sent directly to civil engineering firms on December 22, 2022.  A total of three proposals were received in response to the RFP by February 7, 2023.  All three were accepted for review.

The proposals were evaluated by a selection committee comprised of Regional Parks staff.  Based on criteria listed in the RFP, the selection committee evaluated the proposals and determined that MBI best met the needs of the County.  Therefore, the recommendation is to contract with MBI for the needed Project services.  No protests were received.
