RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of a Land and Water Conservation Fund grant application to the California Department of Parks and Recreation - Office of Grants and Local Services for an amount not to exceed $192,500 for the Lake Gregory Regional Park Playground Project.

2.                     Adopt Resolution authorizing the Chair of the Board of Supervisors, Chief Executive Officer, Deputy Executive Officer, or Director of Regional Parks Department to conduct all negotiations, and execute and submit all documents related to the Land and Water Conservation Fund grant, including, but not limited to, applications, contracts, amendments, payment requests, and compliance with all applicable current state and federal laws, which may be necessary for the completion of the Lake Gregory Regional Park Playground Project, as required by the California Department of Parks and Recreation - Office of Grants and Local Services.

3.                     Direct the Director of Regional Parks to transmit all applications, contracts, and amendments in relation to the Land and Water Conservation Fund grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). The $192,500 grant award will be funded by the California Department of Parks and Recreation - Office of Grant and Local Services (OGLS) under the Land and Water Conservation Fund (LWCF) grant. If awarded, the Regional Parks Department (Department) will allocate $192,500 in funding from the Lake Gregory Improvement Fund (2751) for the 50% required match. The not to exceed grant amount of $192,500, plus the matching amount of $192,500, will be used to fund the $385,000 in renovations for the installation of a new playground at Lake Gregory Regional Park (Park). The LWCF funding would be granted to the County on a reimbursement basis if the grant is awarded. Approval of necessary related budget adjustments is not requested at this time but will be presented to the Board of Supervisors (Board) for approval at a later date.

                                                                                                                                                   

BACKGROUND INFORMATION

On February 14, 1963, the federal government proposed legislation to establish a Land and Water Conservation Fund to assist states in planning, acquisition and development of recreation lands.  It was signed into law on September 3, 1964, as Public Law 88-578, 16 United States Code (U.S.C.) 460/-4.  LWCF continues to support cities, counties, and state agencies to provide recreational activities.  All LWCF funded projects must ensure the land is protected for outdoor recreation in perpetuity. 

 

This item will authorize the Department to submit an application to OGLS for the purpose of receiving a 2023 allocation of LWCF grant funds in an amount not to exceed $192,500 for the Lake Gregory Regional Park Playground Project. The proposed renovations and improvements at the Park will primarily consist of the installation of a new playground. The recommended Resolution is required by OGLS for the submittal of the grant application by the State. If awarded, the Department will return to the Board for acceptance and approval of the resulting grant agreement.

 

Proposed renovations at the Park include the design and development of a large-scale, modern, inclusive playground amenity serving children ages toddler through 12, prioritizing developmental and educational features and picnic areas for families to gather. This sustainable playground amenity is expected to last a minimum of 50 years and become a year-round, reliable no cost public outdoor recreation destination for residents and visitors.

 

Approval of this item aligns with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of County residents and to operate in a fiscally-responsible and business-like manner by improving park amenities to enhance accessibility, meeting Americans with Disabilities Act requirements and increasing Park attendance to generate additional revenue.
