adding participation in the TRICARE program, with no change to the contract period of  
September 23, 2025 through September 22, 2027.  
2. Direct the Clerk of the Board of Supervisors to maintain the confidentiality of Amendment  
No. 1 to Revenue Agreement No. 25-754, pursuant to Health and Safety Code section  
1457(c)(1).

increasing the amount by $1,138,972, from $439,875 to $1,578,847, and extending the  
agreement by four years, for a new term of September 26, 2023 through September 25, 2030.

Approve Non-Financial Transfer Agreement with View Behavioral Health-Colton II LLC, to allow  
for the transfer of behavioral health patients who require higher level of care services to

1. Approve Amendment No. 1 to the non-financial Master Agreement No. 24-1169 with  
Elsevier Inc., for continued access to Elsevier’s electronic clinical reference resources, to  
extend the agreement term by two additional years, for the total agreement period of  
December 3, 2024 through November 30, 2031.  
2. Approve Amendment No. 2 to Agreement No. 19-773 with Elsevier Inc., for continued  
access to ClinicalKey Flex, an online clinical reference platform, increasing the total contract  
amount by $609,020.41, from $934,613 to $1,543,633.41, and resetting the agreement  
effective date to December 3, 2024, and extending the agreement term by five years, from  
December 3, 2024 through November 30, 2031.

Approve Single Site Agreement with Mentor Worldwide LLC, including non-standard terms, for  
the purchase of mammary products, in the amount of $650,000, for the period of September 1,

Approve Amendment No. 2 to Master Agreement No. 21-618 with Varian Medical Systems,  
Inc., including non-standard terms, to facilitate the parties’ extension of existing service  
agreements for the ARIA oncology information system, with no increase to the total contract  
amount of $134,070, extending the term by 10 months, for a total contract period of August 24,  
2021 through June 30, 2027.

1. Approve Amendment No. 2, including a non-standard term, to Master Services Agreement  
24-324 with Solventum Health Information Systems, Inc., for outsourced clinical  
documentation improvement services and coding services and extending the services for an  
additional five years, increasing the contract amount by $13,602,003, from $2,000,000 to  
$15,602,003, with no change to the contract period beginning April 23, 2024 and continuing  
until termination of the last schedule.  
2. Direct the Clerk of the Board of Supervisors to maintain the confidentiality of identified  
portions of Schedule 2-2, in the Amendment with Solventum Health Information Systems,  
Inc., for a period of three years, pursuant to California Health and Safety Code section  
1457(c)(1).  
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget  
adjustments as detailed in the Financial Impact section (Four votes required).

Assessor/Recorder/County Clerk  
Approve Memorandum of Understanding, including non-standard terms, for participation in the  
California County Assessors Shared Services Program and Shared Services Agreement by,  
between, and among the California Assessors’ Association, participating California Counties,  
and the California Board of Equalization, for the contract term of July 1, 2026 through June 30,  
2031, in an amount not-to-exceed $285,000.

1. Approve the following travel and related expenses for San Bernardino County Behavioral  
Health Commissioners to attend the following 2026 conferences, in the combined amount  
not to exceed $18,500:  
a. Substance Use Disorder Integrated Care Conference in Long Beach, in an amount not  
to exceed $4,800, for the period of August 25, 2026 through August 27, 2026.  
b. Children’s Network Conference in Ontario, in an amount not to exceed $1,500, for the  
period of September 2, 2026 through September 3, 2026.  
c. Wellness Together Conference in San Diego, in an amount not to exceed $4,600, for  
the period of September 9, 2026 through September 11, 2026.  
d. National Alliance on Mental Illness Conference in Anaheim, in an amount not to exceed  
$3,300, for the period of October 8, 2026 through October 9, 2026.  
e. California Behavioral Health Planning Council in San Francisco, in an amount not to

2. Authorize the Director of Behavioral Health to approve changes to the conference  
attendance plans and associated travel arrangements described in Recommendation No. 1,  
including conference dates, participating Commissioners, travel arrangements, and  
estimated expense categories, provided that such changes comply with applicable County  
policies, do not materially alter the purpose of the approved travel, and do not exceed the  
approved amount of $18,500.

1. Approve Amendment No. 1 to the standard agreement template, for ongoing Children’s  
Residential Intensive Services, to amend the provisional payment language to a  
Fee-for-Service structure, with no change to the total aggregate amount of $72,200,000 or  
total contract period of July 1, 2024, or date of youth placement, whichever occurs later,  
through December 31, 2026.  
2. Authorize the Director or Assistant Director of the Department of Behavioral Health to  
execute the amendment to the standard agreement template with individual Children’s  
Residential Intensive Services providers, including any non-substantive changes, on behalf  
of the County, subject to review by County Counsel.

Children and Family Services  
Approve Amendment No. 4 to Contract No. 22-88 with Family Assistance Program, for County  
use only temporary shelter services for high-risk youth, increasing the total contract by  
$1,129,164, from $8,936,904 to $10,066,068, and extending the contract term by six months,  
for a total contract period of February 9, 2022 through February 28, 2027.

Community Development and Housing Department  
1. Waive Section 8 of the San Bernardino County Housing Development Grant Fund  
Guidelines to permit a total project award exceeding $5,000,000, subject to the conditions  
stated in the Resolution and funding agreement.  
2. Adopt Resolution conditionally committing up to $11,000,000 as a one-time capital  
contribution to the City of San Bernardino, to develop the San Bernardino Homeless  
Outreach Prevention and Education Campus, a regional low-barrier homeless and  
recuperative care navigation center with 200 interim beds and onsite supportive services,  
effective August 18, 2026 through August 18, 2027, subject to Board of Supervisors  
approval of the funding agreement and all related documents.  
3. Direct the Community Development and Housing Department to complete financial, legal,  
operational, and project-readiness due diligence; negotiate the funding agreement,  
regulatory agreement, regional-access terms, and San Bernardino County referral protocols  
with the City of San Bernardino; and return to the Board of Supervisors for approval before  
any County funds are obligated and disbursed.

County Administrative Office  
1. Approve Employment Contract with Maria Romero, to provide services as the Program  
Review Analyst, effective August 22, 2026 through December 31, 2027, with the option to  
extend the term for a maximum of two successive one-year periods, for an estimated  
annual cost of $94,761 (Salary - $64,231, Benefits - $30,530).

Acting as the governing body of County Service Area 20 Joshua Tree:  
1. Approve Addendum No. 1, issued on May 6, 2026, Addendum No. 2, issued on May 7,  
2026, and Addendum No. 3, issued on June 10, 2026, to the bid documents for the County  
Service Area 20 Joshua Tree - Park Improvements at Sunburst Park and Community Park  
Project.  
2. Award Construction Contract to Three Peaks Corp., for the County Service Area 20 Joshua  
Tree - Park Improvements at Sunburst Park and Community Park Project, in the amount of  
$3,061,800, with a construction duration of 180 calendar days from the Notice to Proceed.  
3. Authorize a contingency fund of $306,180 for the County Service Area 20 Joshua Tree -  
Park Improvements at Sunburst Park and Community Park Project.  
4. Authorize the Director of the Department of Public Works to order any necessary changes  
or additions in the work being performed under the construction contract with Three Peaks  
Corp., for a total amount not-to-exceed $165,590 of the $306,180 contingency fund,  
pursuant to Public Contract Code Section 20142.  
5. Authorize the Director of the Department of Public Works to accept the work when 100%  
complete, and to execute and file the Notice of Completion.

Acting as the governing body of County Service Area 60 Apple Valley Airport:  
1. Find that approval of a Use Permit for the use of vacant land for the 2026 Apple Valley  
Airshow overflow parking, is an exempt project under the California Environmental Quality  
Act Guidelines, Section 15301 - Existing Facilities (Class 1).  
2. Approve the Real Estate Services Department’s use of an alternate procedure in lieu of a  
formal Request for Proposals, as allowed per County Policy 12-02 - Leasing Privately  
Owned Real Property for County Use, to use approximately 20.10 acres of vacant land in  
Apple Valley, for the period of October 9, 2026 through October 11, 2026.  
3. Approve a Use Permit, including non-standard terms, with Heidi Reed, Trustee of the  
Tanner Gift Trust dated July 11, 1983, in the amount of $2,750, for the use of approximately  
20.10 acres of vacant land (Assessor’s Parcel Numbers 0463-372-60-0000, 0463-372-62-  
0000, and 0463-372-49-0000) located west of the Apple Valley Airport, to serve as overflow  
parking for the 2026 Apple Valley Airshow, for the period of October 9, 2026 through  
October 11, 2026.  
4. Direct the Real Estate Services Department to file the Notice of Exemption in accordance  
with the California Environmental Quality Act.

Acting as the governing body of County Service Area 64 Spring Valley Lake:  
1. Approve a 2026-27 budget increase of $195,000, from $184,784, as shown in Exhibit G of  
the 2026-27 Recommended Budget, to $379,784, for the County Service Area 64 Spring  
Valley Lake - Well 5 and Well 6 Pedestal and Electrical Panel Renovation Project.  
2. Approve the revised total project budget from $569,964, as shown in Exhibit G of the 2026-  
27 Recommended Budget, to $545,000, for the County Service Area 64 Spring Valley Lake  
- Well 5 and Well 6 Pedestal and Electrical Panel Renovation Project.  
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the 2026-27 budget  
adjustment, as indicated in the Financial Impact section, for the County Service Area 64

b. Approve License Agreement with County Service Area 70, Zone Cedar Glen, for the  
non-exclusive use of a total of 1,732 square feet of office and storage space at 29419  
Torrey Road (Assessor’s Parcel Number 0330-011-38-0000) in Lake Arrowhead which:  
i. Approves a no-fee License Agreement for a 10-year term commencing September  
1, 2026 through August 31, 2036, including one 10-year automatic option to renew.  
ii. Approves the termination of Agreement No. 13-431, following a permitted  
month-to-month holdover from July 1, 2023 through August 31, 2026.  
c. Direct the Real Estate Services Department to file the Notice of Exemption in

from $9,408,000 to $9,502,810, with no change to the completion date (Four votes required).

Acting as the governing body of the San Bernardino County Fire Protection District:  
1. Approve non-financial Memorandum of Understanding with the Office of the Under  
Secretary of War for Personnel and Readiness, U.S. Department of War, for participation in  
the SkillBridge Program, allowing eligible transitioning Service members to participate in  
unpaid job training, employment skills training, apprenticeship, and internship opportunities  
with the San Bernardino County Fire Protection District, effective beginning on the day after  
the last Party signs through March 31, 2029.  
2. Approve non-financial Supplemental Agreement template, for use with eligible transitioning  
Service member interns participating in the SkillBridge Program.  
3. Authorize the Fire Chief/Fire Warden or the Deputy Fire Chief of the San Bernardino County  
Fire Protection District to execute individual Supplemental Agreements with eligible  
transitioning Service member interns participating in the SkillBridge Program, effective the  
date the Supplemental Agreement is signed through March 31, 2029.

Acting as the governing body of the San Bernardino County Fire Protection District:  
1. Continue to find the no-cost Temporary Transfer of Vehicular Equipment - Type 2  
Ambulance Agreement with the Consolidated Fire Agencies Joint Powers Authority, for the  
provision of a Type 2 Ambulance, is authorized by Health and Safety Code section 13877  
and benefits the San Bernardino County Fire Protection District by having additional staffed  
ambulances available to meet the health and safety needs of the District.  
2. Approve Amendment No. 1 to the Temporary Transfer of Vehicular Equipment - Type 2  
Ambulance Agreement No. 25-655 with Consolidated Fire Agencies Joint Powers Authority,  
to continue the provision a Type 2 Ambulance, on a temporary basis, at no cost, for the  
purpose of emergency medical response, extending the term for one additional year, for a  
total period of August 19, 2025, through August 18, 2027.

Acting as the governing body of the San Bernardino County Fire Protection District, approve  
Amendment No. 2 to the non-financial Mutual Aid Agreement No. 18-648 with the California

extending the term by five years, for a total term of August 30, 2018 through August 30, 2031.

Acting as the governing body of the San Bernardino County Fire Protection District, approve  
Amendment No. 1 to non-financial aid Agreement No. 25-653 with the Consolidated Fire  
Agencies Joint Powers Authority, to continue providing assistance to the San Bernardino  
County Fire Protection District in the form of supplemental and as-requested pre-hospital  
emergency medical services to the High Desert Region of San Bernardino County, extending  
the term for one additional year, for a total period of August 19, 2025, through August 18, 2027.

Acting as the governing body of the San Bernardino County Fire Protection District:  
1. Approve Intergovernmental Agreement Regarding Transfer of Public Funds (State Contract  
No. IGT-25-0093) with the California Department of Health Care Services, allowing the San  
Bernardino County Fire Protection District to transfer funds to the California Department of  
Health Care Services to obtain federal matching funds for the costs of providing emergency  
medical ground transport for Medi-Cal managed care patients enrolled with Molina  
Healthcare of California Partner Plan, Inc., Inland Empire Health Plan, and Kaiser  
Foundation Health Plan during the retroactive state-established claim period of January 1,  
2025, through December 31, 2025, with an agreement term effective January 1, 2025,  
through June 30, 2028.  
2. Direct the Secretary of the Board of Directors to maintain confidentiality of the agreement  
identified in Recommendation No. 1 pursuant to Health and Safety Code section 1457(c)(1).

not reasonably foreseeable at the time of contracting, increasing the total contract amount  
by $432,820.00, from $2,632,035.60 to $3,064,855.60, and with no change to the contract  
term of April 9, 2026 through October 9, 2026. (Four votes required).
