Reports from County Counsel and Chief Executive Officer

County Counsel, Laura Feingold, stated in considering item number 2 on the closed session agenda,

San Bernardino County v. Everest National Insurance Company, et al., a lawsuit concerning insurance

coverage by multiple carriers, the Board voted 5-0 to seek appellate review.

Chief Executive Officer, Luther Snoke, recognized the County Library for receiving the "Best of the

Best" award by Inland Empire readers.

Vice Chair and Fifth District Supervisor Joe Baca, Jr. recognized the following five employees from

Arrowhead Regional Medical Center in honor of Healthcare Workers Recognition Week: Janeth Tran,

Paul Morretti, Melanie Bibal, Shannon Cundieff, and Marlon Urbiztondo. He provided an update

regarding the following events he attended: Every 15 Minutes at Bloomington High School, Unveiling of

the new book vending machine at Baker Family Learning Center, State of the Fire District, Week of the

Young Child, Arrowhead Regional Medical Center EMS and Tactical Medicine Expo, and the Crime

Victims’ Rights Week Memorial event. Vice Chair Baca, Jr. highlighted the following upcoming events:

Kessler Park Statue Unveiling on April 24, 2026, Earth Day Clean-ups in Muscoy and Bloomington,

and Fentanyl Awareness Film Contest on April 27, 2026. He provided an update regarding the

following Board he sits on: San Bernardino International Airport Authority. Vice Chair Baca, Jr.

highlighted the following items on the agenda: 38, 57, 63, and 69.

Second District Supervisor Jesse Armendarez provided an update regarding the following events he

attended: Public Safety Recognition Awards in Rancho Cucamonga, Latino Caucus for California State

Association of Counties, Teamster’s Podcast, Alta Loma School District Recognition for Outstanding

Community Partner, tour of InTech Center and CSI with Chaffey College, Pop-up Office Hours in

Upland, Financial Literacy Class, and Week of the Young Child. He thanked Sheriff Shannon Dicus for

hosting his Youth Council. Supervisor Armendarez said he will be hosting Pop-up Office Hours at

Mount Baldy Lodge on April 22, 2026.

Fourth District Supervisor Curt Hagman highlighted the following items on the agenda: 16, 21, 63, and

69. He provided information regarding the following upcoming events: Low Cost Spay and Neuter

Vaccine Clinic on April 26, 2026, Free Shredding event on June, 6, 2026 in the City of Chino, and his

Open House on May 20, 2026 at the District Office in Chino Hills. Supervisor Hagman provided an

update regarding the following events he attended: Free Shredding event in the City of Ontario and

Montclair Volunteer Appreciation.

Chair and Third District Supervisor Dawn Rowe congratulated Yucca Valley on the Grand Reopening

of Desert Willow Center for Seniors. She stated the Department of Public Health’s On-The-Go Health

Mobile Clinic will serve residents every Tuesday from 9:00AM to 3:00PM at the Barstow Library. Chair

Rowe provided an update regarding the San Bernardino County Sheriff’s Annual Exceptional Service

3. Approve Patient Safety Organization Service Agreement with Society for Vascular Surgery

Patient Safety Organization, LLC, for access to medical record data for four registries held

by Fivos. Inc., in the amount of $909 per procedure registry for an annual total of $3,636,

4. Approve Non-Financial Business Associate Agreement with Society for Vascular Surgery
