RECOMMENDATION(S)
Recommendation
1. Approve Capital Improvement Program Project No. 23-173, for the Sheriff/Coroner/Public Administrator’s Emergency Vehicle Operations Center Water Intrusion Seal, in the amount of $1,565,377.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments for the Capital Improvement Program Project to the 2022-23 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of additional Discretionary General Funding (Net County Cost) in the amount of $1,565,377 for the Sheriff/Coroner/Public Administrator’s (Department) Emergency Vehicle Operations Center (EVOC) Water Intrusion Seal project.
The Department requests the Auditor-Controller/Treasurer/Tax Collector post the following adjustments to the 2022-23 budget:

BACKGROUND INFORMATION
The EVOC was constructed in 1991 and provides Basic Emergency Vehicle Operation Training Services to over 5,800 students each year from the Department (Deputy Sheriff trainees), other local, state and federal law enforcement agencies, as well as fire and emergency medical personnel. The three-story administrative building houses all personnel and includes classrooms and storage areas. Due to wear, tear and recent weather, the EVOC building has experienced significant water intrusion damage.
Project and Facilities Management Department (PFMD) visually assessed the damage and after several site visits it was determined that the structure is in a stage of advanced deterioration. A waterproofing consultant is required to investigate the building’s envelope for roof and waterproofing failures and to provide construction documents detailing the failing materials, which will include a new roof. The estimated project budget of $1,565,377 includes design and construction costs, as well as PFMD administrative costs.
The recommended action will approve Capital Improvement Program Project No. 23-173 and allow PFMD to oversee and manage the project.
PROCUREMENT
PFMD will return to the Board of Supervisors for approval of the Project’s plans and specifications, authorization to advertise for competitive bids, and ultimately award of the contract.
