Recommendation
1. Approve the plans and specifications for the Baker Boulevard and Park Avenue Project in the Baker area, as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to Advertise the Baker Boulevard and Park Avenue Project in the Baker area for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Baker Boulevard and Park Avenue Project in the Baker Area (Project) will be funded by the County with Measure “I” Local Street Program - North Desert Subarea funds. Sufficient appropriation and revenue are included in the 2022-23 Measure “I” Local Street North Desert Subarea budget (6650002140 34TX1814) and will be included in future Department of Public Works (Department) recommended budgets.
BACKGROUND INFORMATION
The Project involves milling the existing pavement on Baker Boulevard and overlaying with new asphalt concrete, from 0.86 mile west of State Highway 127, east 2.6 miles, and the installation of a traffic signal at Mojave Pointe Road. Other improvements include: (1) replacing existing ramps in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA); (2) isolated areas of sidewalk repairs; (3) asphalt overlay on Park Avenue, from Baker Boulevard to Roosevelt Lane; and (4) minor road widening to restripe existing left-turn lane at Baker Boulevard and Mojave Pointe Road. All work for the Project will be done within the existing right-of-way.
This Project was prioritized by the Board of Supervisors (Board) as part of the Measure “I” Local Street Pass-Through Funds Five-Year Capital Improvement Plan Project List for 2020-21 through 2024-25 approved on September 15, 2020 (Item No. 51). An amendment to change the project name from Yard 12 Pavement Improvement was approved by the Board on August 10, 2021 (Item No. 29). The Project aligns with the County and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced and sustainable County and providing for the safety of County residents by preserving and improving the structural integrity of existing road surfaces, improving traffic movement and access for all pedestrians, including those with disabilities.
On November 16, 2021 (Item No. 49), the Board determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board to file and post said notice.
The Project includes an allowance in the amount of $125,000 for differing site conditions associated with unforeseen differing site conditions.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for an award of the construction contract in Summer 2023.
