RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award agreement (State Agreement No. 19-10969) from the California Department of Public Health for STD Program Management and Collaboration Project funding for the support control and prevention of sexually transmitted diseases, in the amount of $1,160,270, for the period of July 1, 2019 through June 30, 2024.

2.                     Authorize the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award agreement, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the amount of $1,160,270 from the California Department of Public Health (CDPH) for STD Program Management and Collaboration Project funding does not require a match.  Approval of the necessary budget adjustment to the Department of Public Health’s (DPH) 2019-20 budget is not requested at this time, but will be included on a future quarterly countywide budget report and presented to the Board of Supervisors (Board) for approval.  Adequate appropriation and revenue will be included in DPH’s 2020-21 recommended budget.

 

BACKGROUND INFORMATION

CDPH has provided STD Program Management and Collaboration Project funding to local health jurisdictions to address reported cases of sexually transmitted diseases (STD).  The purpose of the grant award is to implement public health activities to monitor, investigate, and prevent STD in collaboration with local community-based organizations (CBOs).  DPH will utilize the funding to ensure completeness and accuracy of key variables through review of laboratory and provider reports, local surveillance system documentation, and public health follow-up of early syphilis cases; provide staff training pertaining to CDPH confidentiality and data security procedures; establish local protocol for conducting follow up on newly reported cases of syphilis; ensure timely investigation of all reported serologic tests for syphilis according to local protocol and CDPH recommendations; and utilize technology, telehealth, and digital platforms and applications to enhance immediate access to partner notification and treatment.

 

In addition, DPH will partner and collaborate with local CBOs to provide the STD prevention and control activities to implement the key strategies of enhancing surveillance and case follow-up for syphilis cases; testing, treatment, partner services, and referrals to services for vulnerable and underserved clients at high risk for STD’s; and implementation of community-based services.  Subcontracted CBO(s) will be selected through a competitive procurement process to bring to priority populations into clinical settings for testing and treatment. 

 

On January 8, 2020, the County Administrative Office authorized the submission of the grant application to CDPH for the STD Program Management and Collaboration Project funding, in the amount of $1,160,270 ($232,054 annually), for the period of July 1, 2019 through June 30, 2024.

 

On May 11, 2020, DPH received the grant award agreement (State Agreement No. 19-10969) from CDPH for the STD Program Management and Collaboration Project funding, in the amount of $1,160,270, for the period of July 1, 2019 through June 30, 2024.  Approval of this item will accept and approve grant award agreement for the STD Program Management and Collaboration Project and authorizes the Chairman of the Board, the Chief Executive Officer, or the DPH Director to accept non-substantive amendments to the grant award, on behalf of the County, subject to review by County Counsel

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact STD prevention and control activities.
