Recommendation
1. Accept and approve grant award from the California Department of Food and Agriculture for the 2023 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant to support the San Bernardino County spay/neuter voucher program for residents who own cats in unincorporated areas, in the amount of $7,500, for the period of July 1, 2023 through June 30, 2024.
2. Accept a donation from the Animal aRe First Fund, in the amount of $7,500, for the period of July 1, 2023 through June 30, 2024, for spay/neuter vouchers to reduce the cost for residents in unincorporated areas of San Bernardino County to spay or neuter their cats.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $7,500 from the California Department of Food and Agriculture (CDFA) for the 2023 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant (Grant) does not require a local match. The Animals aRe First Fund (ARFF) has committed to donating $7,500 to supplement the spay/neuter voucher program. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2023-24 recommended budget.
BACKGROUND INFORMATION
DPH Animal Care (AC) offers a public spay/neuter voucher program to residents in the unincorporated areas of county. Vouchers are redeemable for $25 for cat spay/neuter procedures and $50 for dog spay/neuter procedures at over 30 participating local veterinary clinics. The County spay/neuter voucher program is currently funded at $180,000 annually; 2,635 dog and cat spay/neuter vouchers were issued during 2021-22. AC will use the grant award from CDFA, which is specifically allocated for the spaying/neutering of cats, and donation from ARFF to provide an additional 600 spay/neuter vouchers valued at $25 for cats owned by residents in the unincorporated areas of the county that will be redeemable at participating clinics.
On March 3, 2023, the County Administrative Office authorized the submission of the grant application to CDFA for the Grant. On April 14, 2023, DPH received the grant award notice from CDFA for the Grant, in the amount of $7,500 for the period of July 1, 2023 through June 30, 2024. ARFF agreed to match the award by donating $7,500 to further support the spay/neuter voucher program.
