RECOMMENDATION(S)

Recommendation

1.                     Approve a $2,319,536 increase in the project budget, from $2,100,471 to $4,420,007, for the Chino Airport Perimeter Fence Replacement Project, located at 7000 Merrill Avenue in Chino.

2.                     Approve the following addenda to the bid documents for the Chino Airport Perimeter Fence Replacement Project:

a.                     Addendum No. 1 to the bid documents, issued July 7, 2023, which established a second mandatory Pre-bid meeting, changed the question deadline from July 6, 2023, to July 18, 2023, and extended the bid opening date from July 19, 2023, to July 26, 2023. 

b.                     Addendum No. 2 to the bid documents, issued July 13, 2023, providing revisions to the drawings, and responding to proposer’s questions.

c.                     Addendum No. 3 to the bid documents, issued July 21, 2023, providing revisions to the drawings, and responding to proposer’s questions.

d.                     Addendum No. 4 to the bid documents, issued July 25, 2023, extending the bid opening date from July 26, 2023, to August 23, 2023.

e.                     Addendum No. 5 to the bid documents, issued August 17, 2023, providing the Substitution Request Form, revisions to the drawings, updating the online bid opening link, and extending the bid opening from August 23, 2023, to October 4, 2023.

f.                     Addendum No. 6 to the bid documents, issued September 18, 2023, responding to bidder’s questions.

3.                     Award a construction contract to Horizons Construction Company International, Inc., in the amount of $2,570,000, for a contract period of 239 calendar days from the date of the issuance of the Notice to Proceed, for the Chino Airport Perimeter Fence Replacement Project.

4.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract for a total amount not to exceed $141,000 pursuant to Public Contract Code Section 20142.

5.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

6.                     Authorize the Auditor-Controller/Treasure/Tax Collector to post the necessary budget adjustments within the Capital Improvement Program in 2023-24, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The revised total budget for the Chino Airport (Airport) Perimeter Fence Replacement Project (Project) (WBSE 10.10.1022) of $4,420,007 is funded from a combination of Airports Capital Improvement Program Fund in the amount of $2,420,007, and Discretionary General Funding in the amount of $2,000,000. Discretionary General Funding costs incurred as a result of this item will be reimbursed from the Fourth District American Rescue Plan Act allocation under the Revenue Replacement expenditure category. The change order authority of $141,000 is included as part of the $4,420,007 Project budget.

 

The initial Project funding of $2,100,471 was established in 2020-21 for a multi-faceted beautification project. Over time, the intent of the Project changed to focus on the replacement of the perimeter fence. The Project stakeholders agreed to upgrade an initial 9,200 linear feet of perimeter fence, understanding that a budget adjustment would be needed at a later date once contractor bids for the fence replacement were received and the overall Project budget was reconciled. The increase in the Project budget of $2,319,536 will reconcile the budget to ensure the current funding matches the current scope of work. BACKGROUND INFORMATION

Approval of this item will award a construction contract to Horizons Construction Company International, Inc. for the Project. The Project is part of the Department of Airports Branding and Beautification Project, which will replace and upgrade 9,200 linear feet of existing fencing with new ornamental fencing and construct three free standing monument signs.

 

The new fencing will be located on the perimeter of the Airport on Euclid Avenue, from the corner of Merrill to Kimball Avenue and on Merrill Avenue from the corner of Euclid Avenue and ending at Cal Aero Drive. The new monument signs will be built at the corner of Euclid and Kimball Avenue, the corner of Euclid and Merrill Avenue, and at Cal Aero Drive.  The existing fencing requires replacement due to natural weather conditions and normal wear and tear. As required by the Federal Airport Administration, the Project will provide continued safety and security against unauthorized entrants and wildlife at the Airport and improve the aesthetic appearance of the Airport to the surrounding community and prospective businesses.

 

On June 13, 2023 (Item No. 54), the Board of Supervisors (Board) found the Project to be categorically exempt from further review under California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15301, Class 1, Subsection (l)(4) demolition and removal of accessory structures including fences, Section 15303, Class 3, Subsection (e) construction of accessory structures including fences,  and Section 15311, Class 11, Subsection (a) construction of minor structures to existing facilities, including on-premise signs. As evidenced by the Notice of Exemption, the removal and replacement of the exterior fencing and the construction of monument signs is consistent with Class 1, Class 3, and Class 11 exemptions and therefore will not have a significant environmental impact.

 

This Project is consistent with County Administrative Office approved Capital Improvement Program Project No. 21-012.

 

PROCUREMENT

On June 13, 2023 (Item No. 54), the Board authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids for the Project.  PFMD advertised for bids in the Daily Press on June 16, 2023, and on the County Electronic Procurement Network (ePro). On June 28, 2023, 19 contractors attended a mandatory job walk. On July 13, 2023, six contractors attended a second mandatory job walk. Several Addenda were issued, as indicated in Recommendation No. 2.
