Approve Amendment No. 1, effective December 18, 2019, to Contract No. 18-395 with First Student, Inc. to provide Transportation Services for children enrolled in the Head Start and State Preschool Programs, updating the transportation service areas, and decreasing the total contract amount by $435,989, from $1,221,045 to $785,056, with no change to the total contract period of July 1, 2018 through June 30, 2021.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The decrease amount of $435,989 for transportation services is approximately 81% ($353,151) federally funded through the Administration for Children and Families and approximately 19% ($82,838) state funded through the California Department of Education. Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2019-20 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
PSD provides transportation services to and from Head Start locations for eligible children through the use of contracted bus companies. It was recently determined that the use of this service for the Ontario-Maple and Chino Head Start sites were lower than anticipated. Based on a lack of response and low ridership numbers the Preschool Services Department (PSD) presented the recommendation to discontinue these services at the Ontario-Maple and Chino Head Start sites to the Parents Advisory Committee (PAC) and the Policy Council (PC), which approved the recommendation.
Following PAC and PC approval, PSD is presenting this contract amendment to discontinue transportation service to these sites. Presently, there are no students requiring these services in either area. PSD will continue to monitor ridership usage to all areas.
PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services.
PROCUREMENT
On June 26, 2018 (Item No. 30), as the result of a formal procurement, the Board of Supervisors approved Contract No. 18-395 with First Student, Inc. to provide Transportation Services for children enrolled in the Head Start and State Preschool Programs, in the amount of $1,221,045 for the total contract period of July 1, 2018 through June 30, 2021. The contracted transportation service areas included the Chino, Ontario-Maple, Twentynine Palms and Upland Head Start sites.
Approval of Amendment No. 1 to the contract with First Student, Inc. will update the Head Start sites receiving transportation services removing the Ontario-Maple and Chino Head Start sites and decrease the total contract amount by $435,989, from $1,221,045 to $785,056, with no change to the total contract period of July 1, 2018 through June 30, 2021.
