RECOMMENDATION(S)
Recommendation
1. Approve Addendum No. 1, dated January 14, 2021, which provided clarification to bidder’s questions and revised the bid opening date to Wednesday, January 27, 2021, at 10:00 A.M.
2. Award a construction contract in the amount of $130,000 to Jergensen Construction, Inc. of Oak Hills, California for the 800 MHz Sunset - Generator Replacement Project.
3. Award a construction contract in the amount of $143,700 to Jergensen Construction, Inc. of Oak Hills, California for the 800 MHz Aerojet - Generator Replacement Project.
4. Authorize the Director of the Real Estate Services Department to order any necessary changes or additions in the work being performed under the contracts for a total not to exceed amount of $14,370 for the 800 MHz Aerojet-Generator Replacement Project and $13,000 for the 800 MHz Sunset-Generator Replacement Project pursuant to Public Contract Code Section 20142.
5. Authorize the Director of the Real Estate Services Department to accept the work when 100% complete, execute, and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional discretionary General Funding (Net County Cost). The 800 MHz Aerojet-Generator Replacement Project (Aerojet) budget of $726,302 (WBSE 10.10.0997) and 800 MHz Sunset-Generator Replacement Project (Sunset) budget of $726,302 (WBSE 10.10.0993) are funded with Discretionary General Funding, previously approved by the Board of Supervisors (Board) as part of the 2011-12 Capital Improvement Program (CIP) Countywide 800MHz Radio System Upgrade Project. Sufficient appropriation is included in the 2020-21 CIP budget.

BACKGROUND INFORMATION
The recommended actions will award construction contracts to Jergensen Construction, Inc., for the Aerojet and Sunset generator replacement projects. The two projects located near Redlands and in close proximity to Chino Hills within San Bernardino County and will replace the outdated existing generators and enclosures and install new, more efficient generators with enhanced enclosures. These upgrades to the 800MHz sites will provide reliable, cost-effective emergency electrical power to support the signal transmission from the sites to support multiple first responders including, but not limited to, County Fire, Sheriff, and emergency medical responders, thereby supporting the County and Chief Executive Officer’s Goals and Objectives of Improving County Government Operations and Operate in a Fiscally-Responsible and Business-Like Manner.
On November 17, 2020 (Item No. 76), the Board found that these projects are exempt under California Environmental Quality Act (CEQA) Guidelines, Section 15303 Class 3, (New Small Structures) of the CEQA (Title 14, California Code of Regulations) and directed the Clerk of the Board to file and post the Notice of Exemption for the Project. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved CIP Request No. 20-212 and 20-202.
PROCUREMENT
On November 17, 2020 (Item No. 76), the Board authorized Real Estate Services Department - Project Management (RESD-PM) to advertise for competitive bids for these projects. On August 21, 2020, PM advertised in the Daily Press, six plan rooms, PM's website and on the San Bernardino County's electronic Procurement Network (ePro). On December 15, 2020, 12 contractors attended a mandatory pre-bid meeting. On January 14, 2021, Addendum No. 1 was issued which included responses to bidder’s questions and revised the bid opening date from Tuesday, January 19, 2021, to Wednesday, January 27, 2021, at 10:00 A.M.
