Recommendation
Approve Amendment No. 1, effective December 18, 2019, to County Contract No. 19-636 (State Revenue Contract No. CSPP-9431) with the California Department of Education to continue providing California State Preschool Program services, increasing the total contract amount by $117,537, from $4,595,181 to $4,712,718 with no change to the contract period of July 1, 2019 through June 30, 2020.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase amount of $117,537 for Preschool Program Services is 100% funded by the California Department of Education (State). Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2019-20 budget.
BACKGROUND INFORMATION
The California State Preschool Program (CSPP) provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5, as well as referrals to health and social services for families and staff development opportunities to employees. The recommended contract amendment will increase funds to continue to provide these Preschool Program Services. CSPP services cover full-day and part-time child care and development programs that include nutrition, parental education, information on child development and care that includes an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job-training program, and families involved with Children and Family Services. PSD continues serving approximately 900 children and families countywide in 2019-20, at an average cost of $5,122 per child/family.
PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services.
On July 9, 2019 (Item No. 21), the Board of Supervisors (Board) approved County Contract No. 19-636 (State Contract No. CSPP-9431) with the California Department of Education to provide California State Preschool Program services in the amount of $4,595,181 for the period of July 1, 2019 through June 30, 2020. At this time the Board also adopted a resolution authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, the Assistant Executive Officer, Human Services or the Director of the Preschool Services Department to execute all documents, including any subsequent, non-substantive amendments, in relation to County Contract No. 19-636, for the period of July 1, 2019 through June 30, 2020.
On October 15, 2019, PSD received the contract amendment to State Revenue Contract No. CSPP-9431 from the State increasing the award by $117,537 for PSD’s CSPP services.
