RECOMMENDATION(S)
Recommendation
1. Approve contract with the County of Riverside for the continued administration and operation of the Regional Identification Systems, for a ten-year period, commencing on July 1, 2020 through June 30, 2030.
2. Approve the duration of the contract with the County of Riverside for the administration of the Regional Identification Systems for the State's California Identification System (CAL-ID), as an exception to the Standard County contract term of five years established in County Policy 11-06 SP1.

FINANCIAL IMPACT
Under the terms of the contract, each county is responsible for the cost of their local program; the counties share the cost of the regional State's California Identification System (CAL-ID) and the Sheriff/Coroner/Public Administrator (Sheriff) Department's DNA Unit (CAL-DNA) programs. The cost of the regional program is allocated based upon the percentage of workload generated by each county. The current allocation is 65% San Bernardino County and 35% Riverside County. The annual budgets for regional CAL-ID and CAL-DNA programs are currently $1.5 million and $2 million, respectively.

Funding for these programs is derived by per capita assessments paid by member cities, vehicle license fees, Livescan fees and court fines. The program has also been enhanced with grant revenues.
