RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (No. 2020-0006) in the amount of $566,085 from the California Governor’s Office of Emergency Services for the FY 2020 Emergency Management Performance Grant  to continue support of comprehensive emergency management programs and encourage the improvement of mitigation, preparedness, response and recovery capabilities for all hazards, with a grant performance period of July 1, 2020 to June 30, 2022.

2.                     Approve Subrecipient Agreement/Assurances template to be entered into between the County and all grant subrecipients for Grant Award No. 2020-0006.

3.                     Authorize the Emergency Services Manager to accept Subrecipient Agreement/Assurances from each subrecipient city/town identified in the FY 2020 Emergency Management Performance Grant Project Ledger to ensure that the subrecipients comply with all applicable terms and conditions of Grant Award No. 2020-0006.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).

 

The grant award of $566,085 will be used to fund programs/costs that support the Emergency Management Performance Grant (EMPG) goal of emergency preparedness.  Allowable programs/costs are within the following areas:  planning, training, equipment, organization, and management/administration.  Of the $566,085, the Office of Emergency Services (OES) will be allocated $289,456 and the remaining $276,629 will be distributed to 15 participating cities/towns.  This grant requires a dollar-for-dollar match (cash or in-kind services) that will be accomplished collectively between OES and the participating cities/towns based on their specific allocation.  This grant award was expected and was therefore included in the 2020-21 budget for OES.  Grant funds not expended in the current fiscal year will be carried-over to the 2021-22 budget.

 

BACKGROUND INFORMATION

EMPG is a program offered by the Federal Emergency Management Agency/Department of Homeland Security to provide funding for support of comprehensive emergency management programs at the state, tribal and local levels to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.  The San Bernardino County Operational Area, which was established as an intermediate level of the State’s emergency services organization to manage and/or coordinate emergency preparedness efforts, has been receiving EMPG funds annually since 2004.  OES functions as the lead agency for the San Bernardino County Operational Area. 

 

On January 26, 2021 (Item No. 32), the Board of Supervisors (Board) approved the Standard Assurances for the California Governor’s Office of Emergency Services (CalOES) Federal Grant Programs pertaining to the FY 2020 EMPG (County Agreement No. 21-62).  At that time, the Board also authorized submittal of a grant application to CalOES for the FY 2020 EMPG.  Additionally, Resolution No. 2021-10 was adopted, as required by CalOES for the FY 2020 EMPG, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer and the San Bernardino County Fire Protection District Fire Chief/Fire Warden to submit the grant application, act as signatories for grant reimbursement claims, performance reports, and other documents as needed to administer the grant and execute grant amendments that extend the performance timelines of the grant.

 

On March 26, 2021, CalOES informed OES that the County’s EMPG application was approved, awarding grant funds of $566,085 for the performance period of July 1, 2020 to June 30, 2022.  The retroactive nature of this grant is due to OES not receiving approval from Cal OES to apply for the grant until October 2020.  In accordance with the EMPG program, these grant funds will be used to support activities that contribute to San Bernardino County’s capabilities to prevent, prepare for, mitigate against, respond to and recover from emergencies or disasters, whether natural or man-made.   

 

Pursuant to County Policy 05-13, the Board must approve acceptance of all grant awards.  This item also requests approval of a Subrecipient Agreement/Assurances template to be completed and executed by each grant subrecipient city/town identified in the FY 2020 EMPG Project Ledger under Grant Award No. 2020-0006.  This is needed to ensure that the subrecipients comply with all applicable terms and conditions of the grant award.  Authorization to allow the Emergency Services Manager to accept the Subrecipient Agreement/Assurances will expedite the process for subrecipients to spend the grant funds.
