Recommendation
Approve Amendment No. 1 to the following contracts, increasing the total aggregate contract amount by $3,800,000, from $13,548,500 to $17,348,500 for academic enhancement, employment skills, and training services for eligible youth participants under the Workforce Innovation and Opportunity Act, and extend the contract period by one year, for a total contract term of June 15, 2018 through June 30, 2022:

FINANCIAL IMPACT
Approval of this item will not impact Discretionary General Funding (Net County Cost). The combined expenditures of these contracts will not exceed $17,348,500 and will be fully funded through the Workforce Innovation and Opportunity Act (WIOA) Title I Youth allocation. Adequate appropriation and revenue have been included in the Workforce Development Department’s (WDD) 2021-22 recommended budget.
BACKGROUND INFORMATION
Approval of these 11 recommended contract amendments will allow WDD to continue to provide WIOA Youth Program Services to a minimum of 655 at-risk youth. These 11 agencies will provide the WIOA eligible youth with academic enhancement, alternative secondary school services, paid and unpaid work experience, occupational skills training, education offered concurrently with workforce preparation activities, leadership development opportunities, supportive services, adult mentoring, follow-up services, guidance and counseling, financial literacy education, entrepreneurial skills training, labor market and employment information to help youth prepare for work and transition to postsecondary education and training.

On June 12, 2018 (Item No. 92), the Board of Supervisors (Board) approved contracts with these youth providers for the period of June 15, 2018, through June 30, 2021, with the option to extend for two additional one-year terms.
On March 10, 2021, the Youth Committee approved funding recommendations to the Workforce Development Board (WDB) for the 11 contract amendments.
On April 14, 2021, the WDB approved the recommendation for additional funding for the 11 contracted providers, in an aggregate amount not to exceed $3,800,000, and to exercise the option to renew for an additional program year, which adds one year to the term of the contract, for a total contract period of June 15, 2018, through June 30, 2022.
The WDB supports the County and Chief Executive Officer’s goals to create, maintain and grow jobs and economic value in the County by working to strengthen the partnerships between workforce boards, businesses, and education by developing a skilled labor force that fulfills business-staffing needs.
