RECOMMENDATION(S)
Recommendation
1. Approve submission of grant documents to the California Department of Public Health for the California Perinatal Equity Initiative in order to receive funding for the period of July 1, 2021 through June 30, 2023.
2. Accept and approve grant award agreement (State Agreement No. 21-10230) from the California Department of Public Health for the California Perinatal Equity Initiative to improve African-American infant and maternal health, in the amount of $1,960,620, for the period of July 1, 2021 through June 30, 2023.
3. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent grant documents necessary to receive funding and non-substantive amendments to the grant award agreement, on behalf of the County, subject to review by County Counsel.
4. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all documents in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $1,960,620 from the California Department of Public Health (CDPH) for the California Perinatal Equity Initiative does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget and will be included in DPH’s 2022-23 recommended budget.
BACKGROUND INFORMATION
CDPH, Maternal and Infant Health Branch has provided funding to local health jurisdictions who plan to implement the Perinatal Equity Initiative. The goal of this initiative is to improve African-American infant and maternal health and reduce infant mortality by implementing interventions to reduce preterm birth and low birthweight, and improve maternal health. DPH will use the grant award to provide contracted services and program oversight to ensure activities are conducted under the requirements of the Perinatal Equity Initiative scope of work and CDPH Maternal, Child, and Adolescent Division fiscal policies and procedures.
The Perinatal Equity Initiative intends to improve African-American infant and maternal health through objectives/activities that include, but are not limited to, home visitation case management services to women to facilitate increased access and linkage to prenatal care, birth spacing, and life planning services; increase the capacity for fathers to support their partners during pregnancy, childbirth, and parenting; and provide doula services to women prior to, during, and following delivery to improve maternal and infant health outcomes. DPH intends to enter into subcontracts with faith- and community-based organizations to provide services through the Perinatal Equity Initiative. Qualified agencies will be selected through procurement processes and DPH will return to the Board of Supervisors for approval of resultant agreements, as required.
On June 3, 2021, DPH received the grant award agreement (State Agreement No. 21-10230) from CDPH for the Perinatal Equity Initiative, in the amount of $1,960,620, for the period of July 1, 2021 through June 30, 2023. Approval this item will allow DPH to submit the associated Perinatal Equity Initiative grant documents (including scope of work, budgets, and duty statements), as required by CDPH in order to receive funding and to accept the Perinatal Equity Initiative grant award in the amount of $1,960,620, for the period of July 1, 2021 through June 30, 2023.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s Perinatal Equity Initiative services or activities.
