RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum to the California Environmental Quality Act Initial Study/Mitigated Negative Declaration for the High Desert Fleet Service Center Fuel Tank Infrastructure Project located at 15000 Tokay Street in Victorville.

2.                     Approve the plans and specifications and authorize the Assistant Director of the Real Estate Services Department - Project Management to advertise for competitive bids, for the Fuel Tank Infrastructure Phase III Project located at 15000 Tokay Street in Victorville.

3.                     Direct the Clerk of the Board of Supervisors to re-file and post the Notice of Determination, as required under the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The Fuel Tank Infrastructure Phase III Project (Project) budget of $1,000,000 is funded from the Fleet Management Department (Fleet) Internal Service Fund Retained Earnings as approved by the Board of Supervisors (Board) as part of the 2019-20 Capital Improvement Program (CIP) budget.  Sufficient appropriation is included in the 2021-22 CIP budget (WBSE 10.10.0857).

 

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit for competitive bids for the Project located in Victorville.  The Project will install two 10,000 gallon fuel tanks, one with diesel fuel and one with unleaded fuel, adjacent to the High Desert Fleet Services Center to serve County employees that work in and around the High Desert area.

 

The California Environmental Quality Act (CEQA) Guidelines require an environmental study be prepared for the Project.  On August 22, 2017 (Item No. 49), the Board adopted the Initial Study and Mitigated Negative Declaration (IS/MND) for the High Desert Fleet Service Center Project, and directed the Clerk of the Board to file and post the Notice of Determination as required under CEQA.

 

In January 2021, in anticipation of Phase III of the Project and new CEQA Guidelines issued in 2019, RESD-PM engaged consultants Jericho Systems Inc. (Jericho) to assess environmental impacts of Phase III of the Project, as the initial IS/MND did not include an assessment of Phase III.  Jericho conducted a study and prepared an Addendum to the IS/MND, concluding there would be no new significant environmental effects and no additional mitigation required as a result of the Project.

 

The fuel center will be placed within the existing improved footprint and no substantial modifications to the site are required to install the fuel tanks and related structures.  The proposed fuel tank location is already graded and partially paved with parking spaces.  There does not appear to be any new mitigation required to install the fuel tanks within the existing facility footprint.  Additionally, the fuel tanks will be subject to local agency regulatory requirements for installation and operations.

 

Pursuant to CEQA Guidelines Sections 15162 and 15164, an Addendum to an IS/MND can be prepared, and is not required to be circulated for public review, if there are no new significant environmental effects or substantial increase in the severity of previously identified significant effects.  It is recommended the Board approve the Addendum to the IS/MND for Phase III of the High Desert Fleet Services Center Fuel Infrastructure Project.  Additionally, re-filing the Notice of Determination is recommended to further inform the public of (1) the Board’s approval of the Addendum to the IS/MND, and (2) the current recommended approval of plans and specifications and upcoming authorization to advertise for bids.

 

This Project is consistent with County Administrative Office approved CIP Request No. 20-30.

 

PROCUREMENT

RESD-PM will advertise the Project for competitive bids on July 16, 2021.  A Mandatory Pre-Bid Meeting for prospective bidders is scheduled for July 27, 2021 at 10:00 A.M. at 15000 Tokay Street in Victorville.  The bid opening for the Project is scheduled for August 24, 2021 at 2:00 P.M. in the Real Estate Services Department.

 

Pursuant to California Public Contract Code Sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
