RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 36 to Contract No. 94-765 with the City of Chino Hills for the Sheriff/Coroner/Public Administrator’s provision of law enforcement services, increasing the contract amount by $515,587, from $16,360,507 to $16,876,094, with no change to the original term of July 1, 2022 through June 30, 2023.

2.                     Authorize the addition of one Deputy Sheriff position, Safety Unit, R16 ($73,424 - $115,482 annually) effective February 1, 2023, to fulfill contract law enforcement service levels as requested by the City of Chino Hills.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The increase in revenue of $515,587 will reimburse the County for the direct costs of law enforcement services provided to the City of Chino Hills (Chino Hills), and for various contract administration and overhead costs. The increased amount is due to negotiated salary increases for County employees and service level changes as requested by Chino Hills. Actual costs of overtime, fuel and vehicle maintenance are billed quarterly. The Sheriff/Coroner/Public Administrator (Department) included revenue in the amount of $16,360,507 in the 2022-23 budget based on existing law enforcement contract service levels for Chino Hills. Approval of the necessary budget adjustments for the additional revenue and new position are not requested at this time, but may be included on a future agenda item presented to the Board of Supervisors (Board) for approval.

 

BACKGROUND INFORMATION

The Department is the primary law enforcement agency for the County, including several cities within its jurisdiction that contract for law enforcement services. On June 28, 2022 (Item No. 97), the Board approved Amendment No. 35 to Contract No. 94-765 with Chino Hills, for the period of July 1, 2022 through June 30, 2023. The proposed amendment, to be effective February 1, 2023, includes the addition of one Deputy Sheriff and one marked patrol unit, based on the service level adjustments requested by Chino Hills.

 

The necessary new positions are typically requested outside the annual budget process and included in the Mid-Year Budget Report of the fiscal year. Approval of Recommendation No. 2 will expedite the hiring process to meet the contract service levels as requested by Chino Hills and allow the Department to provide the services in advance of the Mid-Year Budget Report. All of the Department’s law enforcement contracts provide for termination by either party upon one-year advance written notice.
