BACKGROUND INFORMATION

The Sheriff’s Aviation Division currently operates six Airbus H125 (Astar) helicopters and three Bell medium helicopters. These helicopters perform firefighting, patrol, search and rescue, and specialized law enforcement missions throughout the County and surrounding areas, including partner agencies.

On November 28, 1995 (Item No. 21), the Board of Supervisors (Board) declared as surplus and approved the transfer of five helicopters previously received from the Federal Excess Property Disposal System to Arrow Falcon Exporters, Inc. (AFE), that due to the changes in public law and the Federal Aviation Administration (FAA) regulations, were considered unusable for the original intended use. In exchange for those aircrafts, the County received from AFE one 1985 Hughes 369E Helicopter (Unit) and maintenance services for that aircraft. Soon after, the Unit was deployed as the Sheriff/Coroner/Public Administrator’s (Department) primary patrol helicopter. Over a decade ago, it transitioned to a training aircraft for new pilots and due to its age, advances in technology and different type of helicopters currently in use, is now considered obsolete by the Department. Approval of this item will declare the Unit as surplus to the County.

PROCUREMENT

Approval of this item will declare the fixed asset listed in Recommendation No. 1 as surplus to the County’s needs.  Due to the highly specialized nature of the fixed asset and the market to sell such assets for the highest possible value, disposition will not be handled through standard auction contracts.  The County Code of Ordinances permits the Purchasing Agent to consign the equipment with a broker or to negotiate directly with a single identified buyer.

County Policy 12-18 requires property with an estimated value of $10,000 or more be declared surplus by the Board. Further, County Policy 12-18 Standard Practice 1 requires the Purchasing Agent to initiate action to move property as designated in the agenda item, or to arrange for disposition.
