RECOMMENDATION(S)

Recommendation

Adopt Resolutions for the following programs, authorizing the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Preschool Services Department to execute all required Continued Funding Application and State Revenue Contract documents, including any subsequent, non-substantive amendments, in relation to these programs, for the period of July 1, 2023 through June 30, 2024, on behalf of the County, as required by the California Department of Education, subject to review by County Counsel:

1.                     California State Preschool Program

2.                     California Pre-Kindergarten and Family Literacy Support Program

3.                     General Child Care and Development Program

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost), as the Resolutions will establish designated personnel to execute Continued Funding Application  and State Revenue Contract documents for the California Department of Education (State), for the period of July 1, 2023 through June 30, 2024. The anticipated funding for this period is $7,249,395 for the California State Preschool Program (CSPP), $15,000 for the California Pre-Kindergarten and Family Literacy Support Program (CPKS), and $3,254,472 for the General Child Care and Development Program (CCTR). These programs are 100% funded by the California Department of Education and do not require a local match. The Preschool Services Department (PSD) will return to the Board of Supervisors (Board) for acceptance of this funding upon award and receipt of the State Revenue Contracts.

 

BACKGROUND INFORMATION

On January 10, 2023 (Item No. 28), the Board of Supervisors (Board) approved a Continued Funding Application in the amount of $7,249,395, for the period of July 1, 2023 through June 30, 2024, for CSPP.  This program primarily assists children who receive preschool services at PSD contracted sites.  On March 14, 2023 (Item No. 26), the Board approved a Continued Funding Application in the amount of $3,254,472, for the period of July 1, 2023 through June 30, 2024, for CCTR. PSD must submit a continued funding application to receive the annual award and revenue contracts for CSPP and CCTR funding. CPKS is an annual supplemental grant that does not require an application.  The State requires a Board approved Resolution for each program prior to acceptance of the Continued Funding Application or award of any program funds.

 

The California Department of Education requires the County to adopt a Resolution authorizing executive level staff to execute all Continued Funding Application and State Revenue Contract documents, including any subsequent, non-substantive amendments, in relation to these programs, on behalf of the County. Approval of this item will adopt three Resolutions, one for each program, authorizing the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of PSD to execute all documents in relation to these programs, on behalf of the County, subject to review by County Counsel.

 

CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5, as well as referrals to health and social services for families and staff development opportunities to employees. CSPP services cover part-day childcare and development programs. This program includes nutrition, parental education, child development, and care that includes an educational component. The PSD has provided CSPP services through a combination of direct and contracted services since 1999. PSD anticipates serving 805 eligible children enrolled in CSPP in 2023-24.

 

CPKS assists children who receive preschool services at PSD contracted sites with literacy skills. Services include pre-reading skill assessments, teacher training on instructional strategies, and the provision of instructional materials. PSD anticipates serving 400 eligible children enrolled in CPKS in Adelanto, Barstow, Ontario, San Bernardino, and Victorville in 2023-24. These areas were identified by the State as having the greatest need due to low standardized testing scores for elementary school-aged children.

 

CCTR expands the provision of education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 3, as well as referrals to health and social services for families, and staff development opportunities to employees.  The services cover full-day childcare and programs that include identification of mental health or disabilities needs, family engagement, and engagement with community programs and services.  These services will address the lack of affordable infant and toddler care, thereby assisting low-income families by removing an obstacle to adults working full-time. PSD anticipates serving 159 eligible children enrolled in CCTR in 2023-24.
