RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 2 to County Contract No. 17-523 (State Agreement No. 17-10186) from the California Department of Public Health to support Public Health Emergency Preparedness and Pandemic Influenza programs, increasing the grant award by $8,086, from $10,402,265 to $10,410,351, for the period of July 1, 2017 through June 30, 2022.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to the Public Health Emergency Preparedness and Pandemic Influenza grant award (State Agreement No. 17-10186), on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Public Health Emergency Preparedness and Pandemic Influenza grant award (State Agreement No. 17-10186), to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $8,086 to the grant award from the California Department of Public Health (CDPH) to support Public Health Emergency Preparedness (PHEP) and Pandemic Influenza (Pan Flu) programs, does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget.
BACKGROUND INFORMATION
CDPH provides PHEP and Pan Flu program funding to local health jurisdictions to plan for, prepare for, and mitigate public health emergencies. These programs also fund improved pandemic response plans, mass vaccination clinics for seasonal influenza, and the strengthening of alternate care sites. DPH will use the increase in funding to prepare for future emergencies by purchasing necessary Medical Point of Dispensing (MPOD) supplies. These medical supplies shall be purchased prior to an emergency so they can be rapidly deployed to the field when needed. Items may include: vaccination ancillary supplies, and storage containers. An annual subscription for the Starleaf for Microsoft Teams system will be added to the Counties/Cities Readiness Initiative budget. Starleaf for Microsoft Teams is software used as a virtual platform for meetings and conferences, to facilitate coordination with internal and external partners.
On July 11, 2017 (Item No. 17), the Board of Supervisors (Board) approved County Contract No. 17-523 (State Agreement No. 17-10186) from CDPH to support PHEP and Pan Flu programs, in the amount of $10,297,265, for the period of July 1, 2017 through June 30, 2022. DPH uses this funding to prepare, plan, respond to, and mitigate public health emergencies and to improve pandemic response plans, mass vaccination clinics for seasonal influenza, and to strengthen alternate care sites for all residents countywide.
On December 18, 2018 (Item No. 41), the Board approved Amendment No. 1 to County Contract 17-523 (State Agreement No. 17-10186) for additional grant funding from CDPH for PHEP and Pan Flu programs, increasing the grant award by $105,000, from $10,297,265 to $10,402,265, , for the period of July 1, 2017 through June 30, 2022. This funding was utilized to purchase and install DPH laboratory equipment.
On April 21, 2022, DPH was notified by CDPH of additional available funding for local health jurisdiction’s PHEP programs. San Bernardino County was allocated an additional $8,086 in PHEP funds, for the period of July 1, 2021 through June 30, 2022.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s PHEP and Pan Flu services or activities.
