RECOMMENDATIONS

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Find that Fire Station 226 New Build Project is exempt under the California Environmental Quality Act Guidelines, In-Fill Development Projects, Section 15332, Class 32.

2.                     Approve the plans and specifications for the Fire Station 226 New Build Project, located at 1920 N. Del Rosa Avenue in San Bernardino.

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Fire Station 226 New Build Project.

4.                     Direct the Secretary of the Board of Directors to file and post the Notice of Exemption of the Fire Station 226 New Build Project as required under California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Fire Station 226 New Build Project (Project) (WBSE 10.10.1032) total budget of $7,000,000 is funded in the amount of $3,500,000 from the San Bernardino County Fire Protection District (SBCFPD) and $3,500,000 from funding provided by San Manuel Band of Mission Indians as approved by the Board of Supervisors as part of the 2022-23 Capital Improvement Program (CIP) budget.

 

BACKGROUND INFORMATION

Approval of the recommended actions will allow Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project. The Project will construct a new 10,281 square foot fire station and demolish the existing 4,300 square foot fire station. SBCFPD provides emergency services to the City of San Bernardino (City) and other surrounding jurisdictions. Fire Station 226 was constructed in the 1950s and has provided emergency services since its construction. The current facility is limited in its ability to provide modern fire service operations and no longer meets current building codes and safety standards which have changed significantly since its construction. Completion of the new, larger, modern station will enable SBCFPD to provide expanded emergency services and maintain public safety to the areas it serves, supporting the County and SBCFPD’s goals and objectives to operate in a fiscally responsible and business-like manner and provide for the safety, health, and social services needs of County residents. 

 

It is recommended that the Board of Directors for SBCFPD determine the Project to be categorically exempt from further review under Section 15332, Class 32, In Fill Development Projects, of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15332 provides categorical exemption for the Project as its site is less than five acres and is located within city or urbanized limits; the site has no habitat or other value; approval of the Project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and the Project site can be serviced by available utilities.

 

This Project is consistent with County Administrative Office approved CIP No. 21-037.

 

PROCUREMENT

PFMD will advertise the Project for competitive bids on January 13, 2023. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled for February 1, 2023, at 9:00 a.m. at 1920 N. Del Rosa Ave., San Bernardino, CA. The bid opening for the Project is scheduled for March 2, 2023, at 10:00 am.

 

Plans and specifications are on file with the Secretary of the Board of Directors of SBCFPD. Public Contract Code section 22039 requires Board of Directors for SBCFPD approval of the plans and specifications for the Project.
