RECOMMENDATION(S)
Recommendation
1. Find that the 800MHz Upgrade Cajon Pass Tower Project located in Oak Hills, is exempt under the California Environmental Quality Act Guidelines, Section 15303 subsection (c), Class 3 New Construction or Conversion of Small Structures.
2. Approve the plans and specifications for the 800MHz Upgrade Cajon Pass Tower Project located in Oak Hills.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the 800MHz Upgrade Cajon Pass Tower Project located in Oak Hills.
4. Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption of the 800MHz Upgrade Cajon Pass Tower Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of additional Discretionary General Funding (Net County Cost). The 800MHz Upgrade Cajon Pass Tower Project (Project) (WBSE 10.10.1011) budget of $1,150,000 is funded from the 800MHz Program Fund (10.10.0009) as approved by the Board of Supervisors (Board) as part of the 2022-23 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
The Project and Facilities Management Department (PFMD) will be able to solicit bids for the United States Forestry leased Project site located at the top of the Cajon Pass, between the north and southbound lanes of the I-15 freeway. The Project will construct a new 264 square foot structure that houses communication equipment, 50 feet monopole antenna that provides radio communication to emergency services, emergency backup generator, and electrical service meter from Southern California Edison. Critical facilities and emergency systems need continuous backup power on a 24-hour basis, which is successfully provided by an emergency generator. The Project will provide reliable facilities and improvements to support the signal transmission from the site to multiple first responders, including but not limited to County Fire, Sheriff, and Emergency Medical Responders, thereby supporting the County and Chief Executive Officer's goals and objectives of improving County government operations and operate in a fiscally-responsible and business-like manner.
It is recommended that the Board determine the Project to be categorically exempt from further review under Section 15303, subsection (c), Class 3 New Construction or Conversion of Small Structures, of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15303, subsection (c), provides categorical exemption for projects involving Class 3, New Construction or Conversion of Small Structures. All work involved in the Project is consistent with Class 3 exemptions, which applies to the new construction and conversion of small structures and appurtenant equipment.
This Project is consistent with County Administrative Office approved CIP Project No. 20-225.
PROCUREMENT
Upon approval, PFMD will advertise for competitive bids for the Project on May 12, 2023. A mandatory pre-bid meeting for prospective bidders will be conducted on June 1, 2023, at 10:00 a.m. at the parking lot of the Chevron located at 3260 Wagon Train Rd., Phelan, CA 92371. At 10:10 a.m., attendees will caravan in their own vehicles and follow the Project Manager to the project site. The bid opening for the project is scheduled for June 29, 2023, at 10:00 a.m. at PFMD.
Pursuant to California Public Contract Code Sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
