RECOMMENDATION(S)
Recommendation
1. Approve the following addenda to the Bid Documents for the Arrowhead Regional Medical Center Oncology Infusion Clinic Project.
a. Addendum No. 1 to the bid documents, issued September 9, 2019, which revised the bid closing date from September 12, 2019 at 2:00 p.m. to September 26, 2019 at 1:00 p.m.
b. Addendum No. 2 to the bid documents, issued September 11, 2019, which provided clarifications in response to contractor’ Request for Information and modified the project Drawings and Specifications.
c. Addendum No. 3 to the bid documents, issued September 12, 2019, which provided revised Project drawings to replace those issued in Addendum No. 2.
d. Addendum No. 4 to the bid documents, issued September 17, 2019, which amended Pre-Bid RFI responses 001.1, previously issued under Addendum No. 2.
2. Award a construction contract in the amount of $2,789,008 to Hamel Contracting, Inc. of Murrieta, CA 92562 for the Arrowhead Regional Medical Center - Oncology Infusion Clinic Project.
3. Authorize the Director of the Real Estate Services Department to order any necessary changes or additions in the work being performed under the contract for a total not to exceed $151,950, pursuant to Public Contract Code Section 20142.
4. Authorize the Director of the Real Estate Services Department to accept work when 100% complete, execute, and file the Notice of Completion.

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center - Oncology Infusion Clinic Project (Project) budget is comprised of the following components:

The total Project budget is $7,287,767 is funded from the Arrowhead Regional Medical Center (ARMC) Enterprise Capital Fund as approved by the Board of Supervisors (Board) as part of the 2016-17 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
The Project will convert an existing 9,320 square foot administrative office suite into an ambulatory clinic with eleven exam rooms, one procedure room and an infusion center with seventeen patient bays to provide the best healing environment and care for Cancer patients, thereby meeting the County and Chief Executive Officer Goals and Objectives of Improving County Government Operations and Operating in a Fiscally Responsible and Business-Like Manner.
On August 6, 2019 (Item no. 40) the Board (1) found that the Project is exempt under California Environmental Quality Act (CEQA) Guidelines, Section 15301, subsections (a), (c) and (d), and Section 15302(b), and (2) directed the Clerk of the Board to file and post the Notice of Exemption for the Project.
This Project is consistent with County Administrative Office approved CIP Request No. 17-251.
PROCUREMENT
On August 6, 2019 (Item No. 40), the Board authorized PMD to advertise for competitive bids for the Project. On August 9, 2019, PMD advertised in the Daily Press, six plan rooms, PMD's website and on the County of San Bernardino's Electronic Procurement Network (ePro). On August 22, 2019, 33 contractors attended a mandatory pre-bid meeting. On September 9, 2019, Addendum No. 1 was issued which revised the bid closing date from September 12, 2019 at 2:00 p.m. to September 26, 2019 at 1:00 p.m. On September 11, 2019, Addendum No. 2 was issued, which provided clarifications in response to contractor’ Request for Information and modified the project Drawings and Specifications. On September 12, 2019, Addendum no. 3 was issued which, provided revised Project drawings to replace those issued in Addendum No. 2. On September 17, 2019, Addendum No. 4 was issued, which amended Pre-Bid RFI responses 001.1, previously issued under Addendum No. 2.
