RECOMMENDATION(S)

Recommendation

Approve Amendments, effective May 4, 2021, to the following contracts to provide Elderly Nutrition Program Services, increasing the total combined contract amount by $2,850,000, from $16,036,470 to a combined total contract amount not to exceed $18,886,470, with no change to the contract period of July 1, 2019 through June 30, 2022:

1.                     Barstow Senior Citizens Center, Amendment No. 1 to Contract No. 19-368, increasing the contract by $800,000, from $2,643,000 to a total not to exceed $3,443,000.

2.                     Big Bear Valley Recreation and Park District, Amendment No. 1 to Contract No. 19-369, increasing the contract by $250,000, from $255,000 to a total not to exceed $505,000.

3.                     Bonnie Baker Senior Citizens’ Club, Inc., Amendment No. 2 to Contract No. 19-370, increasing the contract by $230,000, from $643,470 to a total not to exceed $873,470.

4.                     City of Montclair, Amendment No. 1 to Contract No. 19-371, increasing the contract by $225,000, from $450,000 to a total not to exceed $675,000.

5.                     City of San Bernardino, Amendment No. 1 to Contract No. 19-372, increasing the contract by $200,000, from $1,020,000 to a total not to exceed $1,220,000.

6.                     Crest Forest Senior Citizens’ Club, Inc., Amendment No. 1 to Contract No. 19-373, increasing the contract by $275,000, from $240,000 to a total not to exceed $515,000.

7.                     Family Service Association, Amendment No. 2 to Contract No. 19-374, increasing the contract by $850,000, from $10,635,000 to a total not to exceed $11,485,000.

8.                     Lucerne Valley Senior Citizens Center, Inc., Amendment No. 1 to Contract No. 19-375, increasing the contract by $20,000, from $150,000 to a total not to exceed $170,000.

FINANCIAL IMPACT

This item does not require additional Discretionary General Funding (Net County Cost). The Elderly Nutrition Program requires an 11% match of cash or in-kind funds, of which 9% is supplied by County funds and the remaining balance is provided in-kind by the program’s contracted vendors. The increase of $2,850,000 for elderly nutrition program services is funded by the Older Americans Act (OAA) from the California Department of Aging (CDA) to support senior nutrition during the COVID-19 pandemic with 81% ($2,308,500) federal, 10% ($285,000) state, and 9% ($256,500) Net County Cost.  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2020-21 budget and will be included in the DAAS 2021-22 recommended budget.

 

BACKGROUND INFORMATION

The agencies listed in the Recommendation provide meals and nutrition education to eligible San Bernardino County residents through DAAS’ elderly nutrition program.  Since the onset of the COVID-19 pandemic, the need for nutrition services to residents 60 years of age or older and their spouses has increased.  The recommended contract amendments will allow DAAS to meet this need by increasing the contract amounts via CDA’s one-time-only nutrition funding.  DAAS anticipates that these agencies will provide an additional 374,809 meals to approximately 1,217 eligible, unduplicated seniors through June 30, 2022. The average cost per meal is $7.62.  Currently, due to the COVID-19 pandemic, elderly nutrition services are primarily provided as home delivered meals and meals available for pick-up at designated sites.

 

The elderly nutrition program provides nourishing meals and nutrition education to people 60 years of age or older and their spouses.  The recommended amendments will allow for increased meal services provided by the contractors listed in the Recommendation through the end of the contract term. Prior to the COVID-19 pandemic, these contractors provided congregate meals for older individuals in a pleasant setting that encouraged socialization, as well as home delivered meals provided to older individuals who are homebound countywide. Since 1978, DAAS has administered the elderly nutrition program for the County of San Bernardino.

 

PROCUREMENT

On June 11, 2019 (Item No. 3), as the result of a formal procurement, the Board of Supervisors (Board) approved contracts with the agencies listed in the Recommendation to provide Elderly Nutrition Program Services in a combined total contract amount not to exceed $15,999,000, for the total contract period of July 1, 2019 through June 30, 2022.

 

On April 21, 2020 (Item No. 6), the Board approved Amendment No. 1 to Contract No. 19-370 with Bonnie Baker Senior Citizens Club, Inc., increasing the contract by $37,470, from $606,000 to $643,470, for purchase of a vehicle to provide home delivered meals to seniors, with no change to the total contract period of July 1, 2019 through June 30, 2022.

 

On April 21, 2020 (Item No. 7), the Board approved Amendment No. 1 to Contract No. 19-374 with Family Service Association to add a congregate meal site in Bloomington, with no change to the total contract amount of $10,635,000 or the total contract period of July 1, 2019 through June 30, 2022.
